Job Description:• Provided strategic directions for reform advocacy programs and activities that promote openness, transparency, and effective competition for PPP projects. • Provided policy recommendations and technical assistance to key government agencies and various local government units to establish a lasting policy and institutional environment conducive to PPPs and to develop attractive PPP Projects. Key Accomplishments: • Led a team of consultants that provided technical assistance in project development (i.e. preparation of pre-feasibility study / business case and transaction documents) for the following big-ticket PPP / Infrastructure Projects: 1) Department of Education’s PPP for School Infrastructure Project Phase 1 (Php 16 Billion) - which involves the construction of 10,000 classrooms in Luzon regions; 2) Department of Public Works and Highways’ Design and Build Bridges Project in Luzon (Php 7 Billion) - which involves the construction/rehabilitation of about 100 bridges in various regions in Luzon; and 3) Clark International Airport Corporation’s Clark Budget Airport Terminal Project (Php 6 Billion) – which involves the construction and operation of the Clark Budget Airport Terminal, which will help accommodate the growing needs of the low cost carriers and the projected traffic growth in Clark.• Led the project team that facilitated the formation of Private Sector PPP Coalition consists of major industry associations in the Philippines which assisted the government for introducing policy reforms to jumpstart PPPs in the country. • Led the project team that provided technical assistance to City Government of Davao in the crafting of local PPP ordinance to provide a conducive policy environment for PPPs at the local level. The Local Sanggunian approved such ordinance in August 2012 and was passed into law in November 2012.

Job Description:• Supervised the Transport Infrastructure Team that provided research, technical, and administrative support to the Infrastructure Monitoring Task Force (which was restructured later as Pro-Performance System) housed under the Office of the President composed of representatives from various government agencies and the private sector groups. The IMTF/PPS was created with a goal of accelerating the delivery of key strategic infrastructure projects of the government especially the SONA Commitments anchored in three-dimensional core elements such as physical development performance and quality, financial performance, and timeliness. Considering the government’s low absorptive capacity, the creation of IMTF/PPS will supplement current government monitoring efforts at all levels for more synergistic independent findings. • Specifically, the Transport Infrastructure Team had assisted IMTF / PPS in the following activities / outputs: o Preparation of regular up-to-date reports (including site inspection reports) on the overall status projects implementation including the identification of areas, issues and concerns to be presented to the Cabinet members and the President for action. o Crafting of solutions in addressing project-specific issues including gathering reliable inputs from the private sector groups for constructive decision-making process. o Organization of public campaigns/fora and advocacy programs designed to ensure public awareness and participation.Key Accomplishments:• The implementation of major infrastructure projects was fast-tracked and completed ahead of schedule due to effective monitoring of the IMTF/PPS. Some of the projects include the Subic-Clark-Tarlac Expressway, RORO ports (Central Nautical Highway), Southern Tagalog Arterial Road Phase 2, Iloilo and Bacolod Airports, Subic Container Terminals, and Clark Airport Terminal 1 Expansion (DMIA), and Tarlac – Pangasinan - La Union Expressway Project.

Served as a research associate to develop policy options and to do policy advocacy intended to promote port development/modernization and effective competition in the maritime industry; Identified potential RORO links; Member of the Committee on RORO & Railways Technical Working Group which drafted the RORO Bill.
