The main scope of work was to conducting a scoping study for "Establishment of an Education Management Information System (MIS) at the Directorate General of Medical Education (DGME), Medical Education and Family Welfare Division, Ministry of Health and Ministry of Health and Family Welfare(MOHFW),Government of Bangladesh"- Identify short and long-term requirements for the government agency.- Create a 10 year long technology roadmap.- Identify the areas for immediate impact. (value driven approach)- Consult stakeholders to adopt the most appropriate technology roadmap.- Cost and HR projection.

Central Automated HRIS, funded by DFID(UKAID) is one of the largest and most sophisticated human resource information system developed for a Government body in Bangladesh. As the Technical Project Lead my responsibility was to manage a team of 25 business and technical experts to conceptualize, design, develop, deploy and maintain the software solution. Some of the other key responsibilities were - - Manage national and international stakeholders, donor agencies and technical partners and keep everyone aligned with the goal. - Consult Government bodies (Ministry, Agencies and Directorates) and stakeholders to adopt the best practices for human resource management.- System architecture design and technical project management of the enterprise solution. Set up process and KPIs. Resource distribution. - Training and capacity building for sustainability of the solution.- Design interoperability for software data exchange with other solutions of the health system. i.e. Shared Health Record, DHIS-2, OpenMRS etc. Collaborate with ICDDRB, WHO, CIDA, UNFPA, UNICEF to establish data super highway for central reporting on HRIS.- Documentation and report preparation. Ruf Informatik teamed up with SELISE(Secure Link Services Limited) to develop a radically new e-government application platform. The system improves the critical day-to-day processes of Swiss municipalities - a core pillar of the Swiss government body. Product development was initiated in 2011 and resulted in a core cloud platform that is surrounded by multiple web and mobile apps which address the domain specific needs. The application platform features a highly scalable Microsoft .NET SaaS backbone and intuitive presentation layers based on AngularJS and of course native mobile clients. As the Lead Product Development Manager, my key responsibilities were to: - Define clear road maps, action plans and mobilize resources for this enterprise e-governance project. I had to travel to Zurich and other parts of Switzerland for the quarterly meeting with the Swiss technology partners. - Generate innovative ideas and plan POC(Proof of Concept)- Manage multiple agile software development teams that worked with different part of the solution.- Requirement engineering, prioritization, work plan and resource distribution- For each release plan demos, releases and internal training.- Setup quality standards and setup development and quality processes to ensure the standard- Report to stakeholders and partners.In a span of two years, our team has successfully released two production version of the application.
