Consultant/AnalystDevelopment Planning Unit, Ucl Mar 2008 - May 2008outlines the costs and benefits of expanding and rehabilitating the water supply system of Yendi Town in the Northern Region of Ghana. Yendi Town is a small town with a high population growth whose population is expected to nearly double in the next 20 years. The current water supply coverage of 31% needs to be improved to meet current and future water demands. The specific project objectives of providing reliable and adequate 24-hour supply, increasing water supply to the un-served areas of town, and enhancing the social and economic development of Yendi, were in line with Government of Ghana's Poverty Reduction Strategy. Discounted Cash Flow analyses for three options yielded a comparison of Net Present Values (NPV) and Internal Rates of Return (IRR). Further an insensitivity analysis of the options leaded to a solution presented by the project team. The team proposed an implementation plan for the recommended option based on a Build, Operate and Transfer basis. The financing plan presented showed that the project was financially, as well as economically, feasible, as the Financial Economic Rate of Return was found to be higher than the discount rate. The study concluded by outlining the intangible costs and benefits of the project, such as the potential of wastewater for urban agriculture and the possible impact of climate change on water availability.Mr. Sahai, did a Supplementary critical assessment of the feasibility study with the viewpoint of stakeholders- Local Labourers and Builders adding value to the overall study. Mr. Sahai demonstrated ability to work in teams, involving complex calculations and coordination of experts from different backgrounds

Consultant/Team LeaderDevelopment Planning Unit, Ucl Sep 2007 - Mar 2008Exploration and Analysis of Perceptions of 'Sustainable Communities' across Local Communities and Policymakers in the context of the ongoing and projected planning process in East London. policy rhetoric in the UK favouring the creation of 'sustainable communities' has been increasingly on the rise, whereby the notion has been attracting several interpretations, often shaped and/or co-opted by a diverse range of economic, political and social interests. Essential to the way that policy is conceived and delivered are its guiding assumptions; moreover, the ways in which reality is interpreted and informs policy, as well as the translation of policy into a practice that reliably addresses real issues always present challenges. In this particular respect, the "crunch" lies on how to reconcile the (historical and ongoing) reality of communities that already exist, possibly sustainably, on the ground - with all the diverse social wealth and added value they present - with the tendency and/or need to 'engineer' afresh new 'sustainable communities' that do not necessarily reflect or embrace adequately the perceptions, needs and wants of existing ones. At that point, a divergence of perceptions may well be identified as responsible for a disjuncture between planning policy and reality on the ground; it is this disjuncture over what the notion of sustainable communities connotes and means to laypersons in local communities and policymakers alike that this study aimed to explore. As a Team Leader for this exercise for Development Planning Unit, University College London, Mr. Sahai helped run the project including field trips, interviews, presentations, analysis of secondary data and proposals for further research. The research findings were presented by him at the International Sociological Association's First Forum of Sociology, Barcelona 2008. Mr. Sahai demonstrated his ability to interlink theory with practice, whilst leading a consultants' team.

Consultant/Team LeaderPartnerships Of Co-Operative Conflict Jan 2008 - May 2008This study conducted an evaluation of the World Bank's Mumbai Urban Transport Project and its effect on the lives and livelihoods of people previously located along the railway tracks. The project was aimed at improving the state of Mumbai's transport system which in the past was faced with problems of congestion, inefficiency, accidents and encroachment by informal communities. A twelve person team, under the leadership of Mr. Sahai from the Development Planning Unit, University College London were assigned by SPARC NGO to explore the issue of transformation in the lives of railway slum dwellers in Mumbai. The team undertook secondary research (including seminars, lectures and review of secondary material) as well as primary research in the field (Mumbai) in order to understand the process of relocation and rehabilitation of railway slum dwellers. The team's findings proved that the relocation and rehabilitation(R&R) process generally allowed for the positive transformation in the lives of railway dwellers, most notably with respect to community mobilization and empowerment, improvements to their living conditions as well as their livelihoods. However the findings also provided evidence that in some instances, persons' livelihoods have been negatively affected by their relocation; environmental conditions at permanent housing settlements have deteriorated. Consequently, the team made three areas of recommendations to enhance transformation under the R&R process. Mr. Sahai's contribution was evident in Organizing meetings, distributing work, coordinating inputs from different team members, and providing specific information and analyses on the social, economic, environmental and political context. Mr. Sahai demonstrated ability to handle pressure and manage a large team of consultants in a challenging urban context of Mumbai in India.
