Guest lecturer for graduate and undergraduate classes at the University of Texas at Austin Civil and Environmental Engineering Department and the LBJ School of Public Affairs, and instructor for short courses on Advanced Water Pollution Control: (1) Biological Wastewater Treatment, (2) Physical and Chemical Waste Treatment, Sludge Handling and Disposal, and for Water Technology and Policy. External professional engineer evaluator for the capstone level 2 wastewater treatment design class.

Responsible for supervising engineers, scientists and legislative and environmental program coordinators in the Division; managing and directing the regulatory programs for drinking water treatment plants and distribution systems, wastewater collection systems and treatment plants, and biosolids treatment, including related engineering projects, legislative and regulatory rule writing and comments process, and research and environmental programs for the Utility in order to meet community needs and regulatory requirements for drinking water, wastewater, reclaimed water and biosolids for the City of Austin.

Reviewed permit applications and designs, and prepared State and NPDES permits for water and wastewater treatment plants; State's expert witness in public hearings.
