Added responsibilities & key accomplishments:• Was power of attorney holder for HURL imports. Handled all project imports for LSTK Contract of HURL -Gorakhpur project (was instrumental in successfully securing concessional custom duty regime for Project Imports of HURL from Government of India (direct savings of around 28 million USD). Regularly coordinated with Ministry of Chemicals & Fertilisers, GOI, Contractors & Custom House Agents to resolve Custom Queries and handle import paperwork, HSS agreements etc. Was able to successfully liquidate all imports (worth INR 1350 Crores) within project timeframe & that too amidst Covid-19 disruptions) • Handled post award contract management activities for HURL Gorakhpur project – Project supply monitoring & expediting, conducing periodic contract review meetings, handling communications over ongoing contractual disputes, change order processing & cost control, Bank Guarantee coverage, administration of Letter of Credit for payments, Billing Break up approvals, contract closures. • Was part of Core team, designated to implement SAP Hana in HURL (Our team coordinated with SAP and Implementing agency on day-to-day basis to finalise architecture & implementation blue-print. During implementation phase, team ensured that requisite customisation, considering HURL’s short term & long-term requirements, is implemented. We were able to successfully roll out SAP in HURL, within given timeframe by management, despite Covid-19 disruptions) • Assisted strategic leadership in establishment of procurement organisation structure, procurement policies including Delegation of Powers, vigilance mechanism, & other corporate policies in HURL. • Acted as nodal point for site procurement teams to resolve queries and guidance on corporate procurement policies. • Contributed in recruitment of HURL’s own manpower in Contracts, Material Management, Purchase, & Supply chain Roles. HURL is a Joint Venture of PSUs (IOC, NTPC & CIL being its lead promoters), incorporated in Year 2016 to set up three green field (3850 MTPD each), natural gas based, Ammonia-Urea Fertilizer Complexes. In order to commission these projects expeditiously, aforesaid three promoter companies deputed their experienced personnel in HURL. I was deputed in Corporate Contracts division at HQ, Delhi.Job Responsibilities & key accomplishments during journey: • Finalised Project Management Consultancy contract (worth 32 million USD) for HURL Projects. • Standardised bidding documents & contract agreements of PMC for Supply, Erection & Civil Contracts (for both ICB & DCB sourcing). Monitored & supervised all ICB, DCB sourcing carried out by PMC. • Actively engaged with PMC and conducted discussions with foreign as well as domestic contractors in pre-bid phase to resolve pre-bid queries, iron out scope confusions, & negotiate over commercial terms of contracts. • Participated in price negotiation with consortium of International Contractors and finalised 3 Lumpsum Turnkey Contracts (worth 2 billion USD) for HURL plants. Secured all requisite approvals for award, from all stakeholders, including board of directors of all promoter companies, within tight timeframe. • Negotiated & finalised the Technology License Agreements with International Licensors for construction & O&M of HURL plants, within mandated timelines. • Finalised Techno-Commercial & Price Bid Evaluation of bids and secured award approvals from management for approx. 40 other Turnkey EPC Contracts of HURL projects, in a very short span of time. • Carried out active supervision over pre-award & post-award activities being handled by PMC for HURL projects & conducted requisite audits. • Handled all PR, RFx, & PO activities of HURL’s indirect spends (for Marketing, Logistics, HR, IT, Consultancy) using relevant e-procurement platforms.

Participating in Project Progress Review Meetings with internal stakeholders for contractual issues. • Representing department /company in enquiries conducted by Independent External Monitors, Internal Audits, C&AG audits, & statutory investigation bodies.• Collaborating with corporate legal team to represent company in courts of law & arbitration panels, in matters related to tendering & disputes with contractors. Key Accomplishment:• Was part of the team which finalised the model bidding document including model project agreement for Mine-Developer-Cum-Operator Contracts [After introduction of Coal Mine (Special Provision Act), 2015, this was a unique model of contracting conceptualised by NTPC to select a long-term single turnkey contractor for development & operation of a mining block. This was quite different from age old industry practice of getting the coal mining done in departmental modes, where numerous different contractors were deployed for different jobs on a mining block. The model not only helped company to secure the Coal at way lesser price than what was available from National Coal Mine behemoth, but also helped company to confidently move forward for vertical integration & fuel security]• Was part of the team which handled entire tendering process (including reverse auction) & finalised award of MDO Contract of Pakri Barwadih & Chatti Bariatu Coal Mines ( worth around 3 billion USD), despite many legal challenges.
