Boscombe Down

In command of Rotary Wing Handling Squadron at Boscombe Down, responsible for the delivery of all helicopter aircrew technical publications across all three Armed Forces.Programme managed the successful delivery of technical documentation on time/budget supporting over 20 helicopter types and UAV including, often against near impossible deadlines, including the introduction into service of Merlin 2, Wildcat 1/2, Chinook 4, Puma 2 & Watchkeeper ensuring the maintenance of quality and compliance with emerging regulation to support airworthiness that in all cases has either resulted in documentation being completed ready to meet the Release to Service date, or was on schedule to do so after I left.Conceptualised, developed, planned and project managed introduction of new national documentation distribution system which reduced delivery times by over 80%, offered improved availability to wider range of end-users delivering savings to the MOD of over £250K per annum.Initiated and introduced more robust, fully auditable QM process, underpinned by ISO 9001:2008 principles which significantly improved aviation safety/support to combat ops.

Voluntary role, managing and leading the Association though a period of great change

Royal Navy and ICT Requirements ManagerCaptured, analysed and managed all requirements for £1.2Bn recruiting project; worked with all bidders/stakeholders to develop solutions to deliver service to recruit 11,000 new recruits to British Army each year over period 2012-2022. Introduced DOORS software to project team which enabled all staff to understand and focus upon requirements which underpinned critical path and established standards which ensured completed products met quality criteria.Subsumed ICT and Security project manager duties into own role; managed and led this £100M element and ensured ISO 27001 compliance thus enabling overall project to achieve all milestones leading to contract award. Through focussed determination, ensured ICT capable of meeting needs of Royal Navy and RAF thus saving further £25M to MOD.

Directed and provided day to day operational leadership and management to 450 nationwide Naval Recruiting Field Force staff; delivered over 9000 recruits into Royal Navy/Royal Marines over two year period; increased average branch fulfilment rates from historic norms of 85-90% to 95-100%.Identified potential 30-50% shortfall in Royal Naval officer recruiting. Designed ground-breaking process solution to rectify and deliver required benefits; project managed its implementation in 59 careers offices in 7 months which reduced shortfall to 10% in first 12 months and was forecast to resolve completely in year 2.Commanded two Acquaint Centres 300 miles apart. Project managed introduction of Southern Centre on time and under budget. Over 2 years, reduced Phase 1 training wastage rate by 4% which saved MOD more than £860k per year.Analysed complex regional recruiting data over 5 year period in order to highlight manpower inefficiencies. Used this information to achieve collective agreement from senior commanders to rationalise cross-boundary resources. Equalised workloads which contributed to improved results from most productive recruiting areas.

Responsible for managing over 130 Royal Navy student aircrew removed from flying training, for independently investigating the circumstance surrounding their withdrawal from training and making recommendations to the Head of the Fleet Air Arm as to their future employment. Developed and managed improved FAA Flying Training QA processes.Identified, developed and managed introduction of improved Quality Assurance policy/ process for Naval Flying Training; resulted in weaker students being identified early with commensurate reduction in failures in later, more costly, stages of training. Identified and introduced new career opportunities which reduced the historic norm of 50% wastage of Fleet Air Arm flying training failures to 15% saving minimum £900k per annum.

Managed and led the senior Training Unit at the Maritime Warfare School with a staff of 37 to deliver and develop training for over 100 courses and 3000 students oer year, including multi-ship Command Team Training, Commanding Officer's Designate Courses and Ship Command Examinations.Project managed delivery of UK’s first confederated simulator training; linked Royal Navy’s simulators to US Navy’s training facility and ships at sea; improved inter-operability and enhanced operational effectiveness.Acted as Command SME for multiple projects including T45, Queen Elizabeth Class, Command Support System and Maritime Synthetic Trainer.Initiated a holistic review of Maritime Warfare School personnel requirements which, by making more effective use of staff capabilities and shared group facilities, resulted in a 10% manpower saving, releasing those personnel back to the front line and financial savings at the school of £350K per annum.Managed introduction into service and use of Command Team Trainer 5, at the time the most realistic multi-ship simulator training facility in the world.

After taking the ship through a refit and trials period, handed over command and reverted to the role of Second in Command for 15 months operations in the UK, Mediterranean and Far East/South Pacific. Developed plans for Non-Combative Evacuation Operation for UK entitled persons from East Timor. Led operation to rescue 2 downed Australian airmen on island of Pulau Aur
