I became intimately familiar with the support and maintenance needs of 5 east coast aircraft carriers. I developed extensive knowledge in the fields of engineering, human reliability, safety culture, leadership and management, and high reliability organizations. I am one of the few Navy Captains that has been a type commander N43 on both coasts.

Newport News, Virginia

Commanding Officer of the Navy organization responsible for contract, engineering and project management for nuclear aircraft carriers and submarines at Newport News Shipbuilding. My team and I delivered the USS NORTH CAROLINA (SSN 777), USS NEW MEXICO (SSN 779), and the USS GEORGE HW BUSH (CVN 77) from new construction and the USS CARL VINSON (CVN 70), USS TOLEDO (SSN 769), and USS ENTERPRISE (CVN 65) from extensive overhaul and modernization periods.

Assistant Chief of Staff for Ship Materiel, responsible for maintenance an materiel readiness of 12 carrier force. Supervised 69 military, civil service, and contractor personnel. CNAF equips/trains CVNs, CVWs, and various aviation commands in support of operational commanders. Coordinates and supports the prioritization and of personnel, material, training, and maintenance to achieve and sustain the highest possible readiness levels.

Worked on the USS Buffalo Engineered Refueling Overhaul (ERO), USS Bremerton ERO, USS Honolulu IDD, USS La Jolla DSRA, USS Cheyenne DSRA, USS Pasadena DSRA, many submarine upkeeps, many surface ship upkeeps and dockings.

First Engineering Duty Officer to be assigned as Reactor Officer for a nuclear powered aircraft carrier. Led a department of 450 personnel through complex work and very challenging steam and nuclear test program during the ship’s Refueling Complex Overhaul with better cost/schedule and safety than previously demonstrated.

Responsible for completing the first Nimitz-class refueling, the RCOH of USS Nimitz (CVN 68), planning the USS Dwight D. Eisenhower (CVN 69) RCOH, and completing an Extended Selected Restricted Availability on USS Enterprise (CVN 65). Learned the hard way what happens when you tell Navy leaders you need $125M of SCN 9 months before delivery in an RCOH.

Managed a staff of 80 engineers and technicians supporting all east coast aircraft carriers. Proposed and managed annual budgets of $500M. Analyzed and proposed carrier life cycle support and force structure options to save $200M by deferring a drydocking overhaul of USS ENTERPRISE (CVN 65). Initiated and evaluated issue papers for Navy flag officers to improve cost-effectiveness of aircraft carrier maintenance and upgrades.

This was my Engineering Duty Officer qualification tour. I served as the Nuclear Assistant Project Superintendent (Nuc-APS) on the USS Nimitz (CVN 68) EDSRA, Nuc-APS on USS Abraham Lincoln (CVN 72) EDSRA, "helped out" on the Nimitz ESRA (last before RCOH) and USS Carl Vinson (CVN 70) Planned Incremental Availability (PIA), and assisted with planning for the first San DIego of USS John C. Stennis (CVN 74).

I was assigned as a Station Officer, in charge of all work and testing conducted in the number three plant. I was responsible for two nuclear reactors and associated auxiliary and propulsion systems.
