In Collaboration with Government of India, The IPE Global supported by USAID project Vriddhi Scaling up RMNCH+A Interventions. The Project provide a holistic continuum of care approach towards improving maternal and child health indicators in respective states. The Key responsibility includes-•Provide technical support to the district health officials in respective HPDs (High Priority Districts) in identifying the gaps, planning of interventions and their implementation, and monitoring of implementation under RMNCH+A.•Spearhead the preparation of mapping, assessments, and other analytical work to help districts to plan activities, and achieve its goals and objectives under RMNCH+A.•Plan and conduct monitoring of the implementation of RMNCH+A high impact interventions.•Assist the project state team in planning activities in respective districts and provide monitoring feedback.•Facilitate regular district level review meetings.•Provide technical assistance to local institutions committed to improving RMNCH+A, so as to improve the capacity of those institutions to undertake effective program implementation.•Support the organization of district level technical workshops as part of the implementation process•Co-facilitate the implementation of the core project strategy of “Care around Birth” across all facilities in the district•Provide training and capacity building to the health care functionaries on RMNCH+A interventions at district and individual facility level•Undertake regular field visits to the Districts facilities and outreach to review the progress of the intervention in the facilities •Support the project M&E team in analyzing data generated over the course of the intervention•Initiate, maintain liaison and coordination between other partners and local government bodies and the national programmes at state and district level•Evaluate and document performance and results.

Core Functional Responsibilities*Provide leadership to the Block Managers team at the District level; guide them in developing detailed implementation plans and support them in accomplishing desirable objectives. *Work closely with the Regional Technical Specialist in strengthening and enhancing the technical quality of all program components. *Helping facilities improve overall quality of RMNCH care and particularly to help facilities reach and sustain BEmONC and CEmONC functionality. *Supporting health and ICDS programs improve coverage of RMNCH interventions at community level through well-managed good quality client–provider (frontline workers) interactions.*Identify capacity needs of the district team on an ongoing basis to strengthen knowledge base and improve implementation through training and mentorship*Collaborate with DPO-ICDS, District Collector, Civil Surgeon and also DPM-NRHM on an ongoing basis to ensure effective implementation of program components*Network with all relevant stakeholders including government functionaries, civil society groups and represent the program in Government and other relevant forums for ensuring visibility of program interventions*Share information, data and issues that need advocacy efforts at District and state level with the Program Manager and program team. *Liaise with Government functionaries and other Gates grantees and development partners like UNICEF, DFID, NIPI and similar organizations working in the Sector at the District level for necessary program interventions. Represent the project in all relevant forums at the district level. *Identify operational issues, gaps and challenges hindering program implementation and bring them to the notice of Program Manager and program staff through periodic field visits. *Work closely with the scale up cell to demonstrate high outcomes from the respective district, and provide support in launching operations in the other districts of the state.
Regional Officer-Outreach
The Key Responsibilities are-Supervise and lead team of Block, Outreach Coordinators and Link Workers for ensuring more, timely, better client-provider interaction at the community level related to RMNCH and VL services.Guide Block, Outreach Coordinators and Link Workers in developing detailed implementation plans and support them in accomplishing planned activities in focus and scale up districtsLiaise with health and ICDS functionaries, Ananya partners and development agencies in the regional for ensuring synergy between IFHI, SKAEP and all health and nutrition interventions working at outreach level.Provide support in operationalising and implementing innovations Enhance the use of data for program management by health and ICDS functionaries at regional, district and block level. Operationalize and institutionalize block level supervision (ANM Tuesday meeting and Block review meetings) and data driven management approaches. Contribute towards development, testing and finalization of operational models for scale up Work with RPMU, DHS and ICDS to support roll out of package of outreach solution levers in all scale up districts Integration of outreach level solutions levers in district level NRHM PIP and ICDS PIPCoordinate with Kala-Azar Technical Supervisor, Malaria Inspector – for micro planning for IRS, patient follow-up and treatment completion recordsSupport the process of outsourced HR identification, training and deployment in scale up district Identify capacity needs among the team of block, outreach coordinators and LW for strengthening their knowledge base and sharpen implementation skills through training and mentorship

I was as a District officer outreach in CARE India in Bihar for the Bill & Milinda Gates foundation funded Project Integrated Family Health Initiative(IFHI).The role and responsibility undertaken was-i.Support Block Coordinators in all program interventions towards ensuring maximum coverage of quality services, guide them in developing detailed implementation plans and support them in accomplishing the objectives ii.Identify capacity needs among the team of block coordinators for strengthening their knowledge base and sharpen implementation skills through training and mentorshipiii.Work closely with ICT expert for supporting the process of mapping and enumeration of all households to ensure universal coverage. iv.Ensure quality and efficiency of outreach services at the block level through periodic monitoring of ASHAs, ANMs, and AWWs. v.Provide support in operationalizing pilots such as use of hand held devices by frontline workers for improving data managementvi.Enhance the use of data for program management by health functionaries at block and sub block level. vii.Identify and assess gaps and challenges that hinder maximum coverage of individuals and families and address the same through participatory interventions with Block Coordinators and coordination with DPO and CDPO.viii.Provide support in operationalizing models of supportive supervision such as ANMs supervising and supporting AWWs and ASHAs in their catchment areas. ix.Assess training needs and resource availability among FLWs and ensure the same are addressed with the DPO and CDPO’s intervention. x.Share information and data that is appropriate and necessary on issues and problems that need advocacy efforts at District and state levelxi.Stay abreast of updated knowledge of all National Public Health programsxii.Collaborate with the Health Facility program team to understand availability and quality of services available at the PHCs and provide them feedback on operational challenges.
