About Raman Vr
I am a senior development and policy expert with around 3 decades of experience, in multiple sectors, domains and organisations. Being a person with systems thinking skills and intuitive mindset, I have been able to understand complexities of situations as well working on scale. My development expertise is mainly in governance and policies on health, WASH, nutrition and education sectors and in disaster/climate resilience; in both rural and urban settings. I have worked for several flagship missions of India on literacy, health, sanitation, drinking water and nutrition; also advised initiatives like the High Level Expert Group on Universal Health Coverage and Technical Resource Group for Urban Health.I have worked at different levels, from grassroots to national and global.Currently I am leading a renowned Indian think tank called the Centre for Budget and Governance Accountability (CBGA). In addition, I am also the In-Country Focal Person for the Sanitation Learning Hub, Inst of Dev Studies, Sussex, UK and National Convenor of the Public Health Resource Network. I have also worked as Policy Research Mentor for the REALWater consortia in India. Prior to these, I worked as Head of Policy with WaterAid India and held senior roles with some of the reputed government agencies, civil society organisations, research/ academic institutions and international development agencies, and co-established/led some of the landmark programs/ organisations in the country, such as the Mitanin Community Health Worker Program, State Health Resource Centre and health sector reforms in Chhattisgarh State; Sahiyya Community Health Worker initiative in Jharkhand; Gyan Vigyan Samithi and the Multi-Sectoral Approach to Health program in Uttar Pradesh; Public Health Resource Network and its capacity building/ education for health systems at the national level, and so on.I serve/have served various boards/ committees, such as the Core Advisory of National Human Rights Commission on Health; State Health Resource Centre Chhattisgarh; Delhi Science Forum; Medico Friends Circle; All India Peoples Science Network; Public Health Resource Society; Sphere India; and India Sanitation Coalition; Also affiliated with the People's Health Movement, Health Systems Global and the International Water Association. My training in Public Health was from the Uni of the Western Cape, South Africa. I did my graduate studies in language and literature from the Uni of Calicut, Kerala, India. I have written/co-written and published several journal articles, book chapters and other works.

WaterAid is an international non-profit organisation that works for ensuring provision of safe drinking water, sanitation and hygiene services for everyone every where- it has several country units and member organisations across the world. In India, Jal Seva Charitable Foundation is the associate member of WaterAid and it works as WaterAid India with a national office and 4 regional offices, covering 12 states and over 50 districts. PHFI is a national level public health organisation mandated with the setting up of Indian Institutes of Public Health in different part of the country. It is also involved in health systems support, research and policy for public health amongst other areas of work. Health Governance Hub is PHFI’s interdisciplinary programme of research on critical aspects of health governance in low-income contexts, linked to capacity building and advocacy, of which I am a co-founder. Technical Adviser To High Level Expert Group On Universal Health Coverage In India
High Level Expert Group was a committee constituted by Planning Commission, Government of India to recommend a package for Universal Health Coverage in India, during 2011-12. PHFI hosted the secretariat for this committee and I was hired as a technical advisor to this group. My specific areas of contributions were (a) citizens participation (b) urban health (c) social determinants of health.

ICCHN, the centre for child health and nutrition under the ICICI foundation, as part of their MoU with National Health System Resource Centre, Child In Need Institute and Jharkhand Government, were supporting health systems strengthening in the state- with focus to the state-supported "Sahiyya" Community Health Volunteer initiative and the Village Health Committees. As Adviser and Mentor I facilitated and guided the work under this MoU by the Jharkhand State Health Mission Society and Child In Need Institute, towards setting up a resource institution and a state wide team for supporting community initiatives. Technical support and capacity building for health system changes like district health planning and human resource development included other areas of my significant contribution. As a result of these, Jharkhand State Health Resource Centre and VHC-Sahiyya Resource Centre were established in the state of Jharkhand.
Director In-Charge, Chief Coordinator And State Program Coordinator
I am one of the founding members of SHRC Chhattisgarh, a unique state-civil society joint initiative formed in 2002, which is designated as additional technical capacity to the state health department of Chhattisgarh. It has been considered as a unique experiment in health sector reforms in India, with state officials and civil society experts came together to envisage and guide the health systems strengthening in the state- later, the National Rural Health Mission has accepted this as a model technical support institution for other states of the country. Key initiatives by SHRC include the Mitanin community health volunteer program comprising selection, training and deployment of over seventy thousand volunteers, the Swasth Panchayat Yojana with a state-wide hamlet level Health and Human Development Index for all local bodies of Chhattisgarh and the Jeevan Deep Participatory Hospital Development Programme for public health facilities. As one of the founders, I was was also the first State Programme Coordinator of SHRC, for the Mitanin Programme and other innovative schemes initiated. In 2004, I was promoted as the Chief Coordinator of the Institution, with a responsibility to look after all the various initiatives of the organisation and day to day administration. In 2006, I was also given the additional responsibility of the Director-in charge of SHRC. I left the full-time involvement with SHRC in 2008, for initiating a similar institution in the state of Jharkhand. From the inception, I am serving the Governing Board of SHRC as well, in different capacities.

BGVS is a national level peoples movement formed mainly for supporting National Literacy Mission- it ran several programs on literacy, education, gender equality, scientific temperament and self reliance. I was recruited to the BGVS from Kerala, after the successful total literacy campaign in Kerala wherein I was a Key Resource Person. My key responsibilities were to lead the activities in the state of Uttar Pradesh, and to support the BGVS initiatives in other north Indian states. I was supporting several programmes related to National Literacy Mission (Gyan Vigyan Jatha, Multimedia campaign for literacy, Strengthening Zila Saksharata Samitis, Jan Vachan Andlolan), Community Health (a Multi-sectoral Approach to Health, Jan Swasthya Samvaad, Bal Swasthya Chetna Abhiyan, Literacy to Health, Health to Literacy), child-centred education initiative (Joy of Learning, Bal Shiksha Maha Abhiyan, Bal Vachan Andolan), participatory rural development (Gaon ko Jano Gaon ko Badlo), initiatives for gender equality (Samata movement) and Science Popularisation (Cosmic Voyage Campaign during total solar eclipse and other awareness campaigns) with key contributions in planning, capacity building and program management. I was editor of several publications and reading material as well, published by BGVS (Jan Vigyan fortnightly on scientific temperament, Aksharbodh monthly on literacy and awareness, Ummid annual number and Aaina quarterly journal on Women issues, Aadhar annual number on pluralistic development). I was the Founding General Convener of Peoples Health Movement too, for Uttar Pradesh and Uttarakhand.

Akshara is one of the rural parallel education initiatives in Kerala, located at Chelakkara, Thrissur. Parallel colleges in Kerala support students from rural and interior locations who could not secure full-time admission in formal colleges or universities but registered as private students for pre-graduate, under-graduate and post-graduate studies, or those could not pass the final exams- accepting a nominal fees. Since the student load in Kerala for university studies are very high and the number of formal institutions were less, there are still large number of students depending on these institutions. Well-qualified youth from around the locality work as faculty in these institutions. In Akshara, we had batches run for two streams of Two Year Pre-Degree Certificate course, and two streams of Bachelors Degree course.
