    I led the government’s nationwide communication strategy on fiscal reform. The reforms were the first of their kind, controversial, and had the potential to be derailed if they were not communicated appropriately. I developed a strategy to positively influence public, government and business perceptions and compliance of taxation reforms whilst engaging stakeholders in the process. Leading a team of multimedia specialists, I produced the country’s first civic education material on taxation, customs and trade facilitation. An example of a civic education booklet is provided. All the brochures can be viewed at https://www.mof.gov.tl/frc_template/These multi-media materials were produced in three languages and distributed via national broadcasters and to all provinces.

    A member of a strategic advisory team embedded within the national police headquarters to upskill police officers in Timor-Leste. For two years, I led on-the-job training (design, photo, writing, video) to media officers and the police unit commander to develop media products to promote community policing. I supervised the work output of 9 media offices and managed a team of external multimedia consultants. At the end of the two-year assignment, the media unit was able to independently produce a 24pg bi-monthly magazine, maintain the police website and produce quality videos and photos. We also worked with an external production company, Crocfaek Video Productions, to produce five videos on traffic safety- link attached. I trained the team on scripting and working with technicians to produce the videos. I was particularly proud of a campaign I spearheaded to promote women in policing. This included an external promotional campaign to encourage women to join the force and an internal campaign to highlight the role of women police officers within each unit- see attached link.

    As deputy spokesperson, I managed media relations for both the UN peacekeeping and UN political mission and coordinated media and outreach activities with the political and civil affairs units of the mission and produced videos to promote the mission- see link. I also coordinated activities to promote peace and reconciliation.As chief editor of the mission magazine, Blue Beret, I revamped the style and content giving new focus to the work of the military and policing contingents along the buffer zone, with particular focus on promoting the role of women peacekeepers. One activity I spearheaded was a panel discussion bringing together Greek and Turkish Cypriot women activists to highlight the integral role women play in brokering and maintaining peace.As mission gender focal point, provided gender training to new UN police and military contingents.

    During my three years with the UN peacekeeping mission in Timor-Leste, I worked across media relations and outreach units before being promoted to lead the publications unit. As part of the senior communications team, I supported nation-wide information campaigns on elections, domestic violence and human rights ensuring that messaging, images and branding were consistent across the agencies. As the head of publications, I managed a team of six and oversaw the mission website, photos and all printed products. I coordinated activities with four regional offices and communication units from five UN agencies. My work with UNMIT gave me a depth of experience and honed my skills across public information. I learnt here how media relations, outreach and production come together on major campaigns.

    As the reporting officer, I worked with programing teams to report on the WFP’s maternal and child health and school feeding programs. Having lived in remote areas in Timor-Leste I was able to advise on appropriate messaging and images for WFP’s educational material distributed at health clinics and schools. During the 2006 political crisis, I represented WFP at UN crisis meetings and negotiated (in the absence of the country representative) the release of emergency food rations with the International Federation of the Red Cross and government ministries. I prepared WFP’s submission to the international UN appeal for emergency funding and participated in daily coordination meetings of aid agencies. The result was that WFP secured the funding it required and was able to provide food rations to 150,000 internally displaced persons.
