Managed training development activities associated with the development, testing, and fielding of new and product improved Military Intelligence systems as they are developed for current and future system training actions and strategies. Provided Provides specifications to the combat and material developers to ensure training needs are properly identified. Plans and performs Analysis, Design and Development IAW the System Approach to Training (SAT). Managed personnel in a variety of Operational Tests to include Prophet, DCGS and CREW. Intelligence Center lead for the development of Operational Tests products to include the Training Test Support Package (TTSP), the Operational Test Readiness Statement - Training (OTRS-T) and the Operational Test Readiness Review (OTRR) briefing documents, and represents The New Systems Training & Integration Office (NSTIO) at OTRRs. Reviewed contractor developed training products and recommends modifications as required to ensure technical and doctrinal accuracy and compliance with current regulatory requirements. Managed the Department of the Army Defense Travel System (DTS), and Smart Pay 2 for all military and Department of the Army civilians assigned to the Training Development & Support (TDS) division over 400 personnel. Responsible for developing and conducting training for all Soldiers and civilians on DTS, individual government travel cards and IMPAC credit cards. Responsible for updating the Personnel Authorization Manning (NET) Army Modernization Training and the bi-annual TRADOC Training Doctrine and Development (TD2) database updates resulting in accurate personnel resourcing requirements. Responsible for the development of Performance Work Statements (PWS), Unfunded Requirement Statements (UFR), and NSTIO budget requirements, ensuring NSTIO operates within the TRADOC Budget Manning Guidance.

Kuwait

Served as a Warranted Contracting Officer with unlimited dollar amount. While serving on LTG Thompson’s Army Task force, investigated the Army contracting practices in Kuwait, which originated $4B worth of management contracts that were brought back to Rock Island Illinois. Successfully closed out contracts in excess of $76M. While Deployed with the Army Auditing Agency, uncovered nearly 80 cases of potential fraud

Accounted for approximately $4B dollars worth of programs to include: the Air Force Miniature Air Launch Decoy (MALD) and Maverick, and the Joint Air Force and Navy Paveway weapon systems. Administered pre award, post award , a group of contracts such as fixed-price, fixed-price with incentives, cost-plus fixed fee, cost plus incentive fee, basic ordering agreements, commercial contracts, and hybrid contracts containing a mixture of types and provisions; valuing over one billion dollars.

Mosul, Iraq

Served as a Warranted Contracting Officer with unlimited dollar amount. Ensured contractor compliance and cost control for $472M effort as part of $3.8B Task Order 59. Provided life support and CJTF-7 logistics and combat operations support to over 24,000 personnel assigned to the 101st Airborne Division and Stryker Brigade. Directly supervised over 800 Kellogg Brown and Root civilians, three DCMA civilians and one Army Materiel Command military LOGCAP planner. Responsible for quality assurance and field support for five main base camps within the region to include: DMain, Tall’Afar, Qaiyarrah West, Mosul Airfield and AO Glory as part of Operation Iraqi Freedom
