The DARPA Service Chiefs Fellows Program (SCFP) was established to immerse outstanding military officers and government civilians into imaginative and innovative, fast-paced science and technology research. This three-month fellowship provides participants with insight into cutting-edge technology while potentially facilitating the development of future DARPA technologies. Fellows from each Service have the opportunity to dive deeply into specific technology development in areas of interest to them and to their respective Service, as well as a chance to understand the breadth of DARPA research. This introduction to the DARPA innovation process allows Fellows to gain valuable research experience and return to the field with an appreciation for the Agency’s role of supporting DoD missions by preventing and creating strategic and technological surprise. Upon completion of their assignment to SCFP, Fellows serve as informal liaisons between DARPA and the Services, reflecting the close relationships forged during their tenure and the experiential understanding of DARPA's technology development process.

Guam

▪ Provided leadership to 213 military and civilian personnel in execution of a $15M annual budget for one of the Navy’s premiere ashore communication facilities, valued at $346M. Instituted a preventative maintenance program to improve up-time and reduce maintenance costs, resulting in NCTS Guam receiving the award for (runner up) DoD’s best wide-band SATCOM facility of the year.▪ Oversaw the command’s mission to provide multi-spectral connectivity, NETOPS, and Information Assurance to Navy, Joint and Coalition Forces on Guam and in the Western Pacific / Indian Ocean regions. Runner up for Wideband Satellite Communication station of the year for the entire DoD.

Norfolk, Virginia Area

▪ Oversaw the operation and maintenance of ship’s communication, network, radar, and navigational systems resulting in significant improvements. USS Wasp was hand-picked to serve as the flat ship for Hurricane Sandy relief efforts due to the excellent state of its communication systems. ▪ Conducted operational test & evaluation for F-35B integration and the Navy Multiband Terminal with no issues. Developed unique out-of-the-box solutions to ensure F-35B test data could go from afloat to the manufacturer’s HQ for real time analysis.

Camp Victory, Iraq

▪ Supervised the operation, maintenance and planning of all strategic and tactical satellite and terrestrial long haul communications in the Iraqi Theater of Operations for 427 terminals utilizing approximately 1 GHz of bandwidth.▪ Coordinated satellite communications resources with commercial vendors to supply the communication support needed by all operational forces in the Iraqi theater resulting in no preventable outages.

Sasebo, Japan

Responsible for the management and administration of all communication and network assets for 4 Amphibious ships home-ported in Sasebo Japan. Oversaw communication support to humanitarian assistance / disaster relief (HA/DR) operations following the 2004 Tsunami. Oversaw Civil Military Operations in the Philippines. Recognized planner, computer network defense expert, and most trusted watch officer.

Diego Garcia, British Indian Ocean Territory

Oversaw 25 military, 9 civilian, and 122 contractor personnel. Managed a $6.4M budget, plant and minor property valued at $30M and a 1250 line item EKMS account. Overasw over 5,000 suriveillance and quality assurance checks. Executed a flawless DISA Performance evaluation, and oversaw numerous upgrades.

Millington, Tn

Provided hands on technical support for high ranking admirals utilizing the Navy's Selection Board system. Developed new methods to improve system reliability and performance. Personally observed almost every selection board the Navy held for a year straight. Conducted demographic and statistical analysis of selection board results.

Ballston Spa, Ny

Student - Naval Nuclear Prototype Training Unit. Learned operation and maintenance skills necessary to operate a submarine nuclear reactor. Transferred to the Navy's Information Professional Community following a submarine disqualifying back injury.

Norman, Ok

Conducted undergraduate research in to a variety of problems to include: Fatigue properties of 2024-T3 aluminium when patched by resin transfer molded composites, and mechanical properties of resin transfer molded disks as part of a NASA research grant.
