  Rand joined Wiley Rein LLP as a lateral partner over 25 years ago to establish and build a government contracts practice. Since that time, the firm has grown from about 50 to more than 275 attorneys, and Rand has served as Chair of what has become one of the biggest government contracts practices in Washington, DC, and a nationally recognized (Chambers USA “top tier”) government contracts practice globally. Since its founding, the firm’s Government Contracts Group has represented more than 400 top government contractors—including a third of the top 100 biggest government contractors, based on total contracting dollars in FY2013, as well as hundreds of small and mid-tier businesses performing their first government contracts.In recent years, Rand’s practice has focused on high-visibility, high-stakes matters such as the Boeing Air Force tanker protest (successful protest at GAO of the initial award of the contract to the Airbus team, leading ultimately to the award of this $40 billion-plus contract to Boeing). He also successfully negotiated an “Administrative Agreement” on behalf of client Booz Allen Hamilton, lifting a government contracting suspension by the Air Force and reinstating Booz Allen as a “responsible” government contractor, and represented Computer Sciences Corporation in litigation before the ASBCA of claims exceeding $1 billion against the Army (engaged in a complex ADR/mediation resulting in a substantial settlement acceptable to both parties). Rand has led many other successful matters of similar high stakes and complexity, where the matters themselves and their outcomes have not been publicly disclosed.
