Navy Headquarters is the coordination centre of all naval activities in South Australia. This role includes coordinating major Navy events, and visits by dignitaries and ships, through engagement and negotiation with stakeholders.

Naval Construction Branch (NCB) aims to be recognised at the critical driver in the delivery of capability to Navy within the national shipbuilding enterprise. The long-term, continuous build program outlined in the Government's Naval Shipbuilding Plan of 2017 requires Defence to take a new approach in the waterfront management of ship and submarine construction. The Workforce Development Manager is responsible for supporting the Program Line Managers with workforce business information and guidance to assist the achievement of the NCB strategic objectives and goals. Specific roles include:* Assist with design, implementation and communication of the NCB Workforce Plan, including APS, ADF and contract staff across two operational locations of Osborne, SA and Henderson, WA;* Recruitment activities as required to meet NCB strategic goals;* Provide support and advice to staff in relation to change management activities;* Strategic planning activities particularly in relation to cultural development of staff in conjunction with agreed values and behaviours;* Training needs analysis for current and future workforce requirements;* Management of external service provider contracts;* Reporting and administration to support achievement of management focussed services.

The Naval Construction Branch (NCB) is part of the Capability Acquisition & Sustainment Group within Defence. It is an element of the Naval Shipbuilding Enterprise, which is responsible for overseeing the management and execution of all shipbuilding production, test and activation, and platform acceptance at both the Osborne SA and Henderson WA shipbuilding facilities. The NCB supports the minor naval vessel, major surface combatant and submarine programs, that are responsible for delivering war fighting capability to the Royal Australian Navy. The NCB is a new organisation borne out of the AWD Program, which is located in Osborne SA. The organisation is currently around 90 people and will grow to over 140 as the shipbuilding programs in the Naval Shipbuilding Plan mature to their production phases.
