As an expert witness, I offer expert testimony and advice on liability assessments, damage theories and recovery strategies in upstream, midstream and downstream oil and gas industry matters and other energy and natural resource commercial and investment disputes. As a strategic energy advisor, I have more than 40 years of experience in strategic planning, market analysis, emerging market risk assessment, mergers and acquisitions, privatization, energy project development and transaction advisory, and energy and natural resource contracting strategies.

As a Distinguished Research Fellow at the Institute, I lecture at Tulane Law School on structuring, development and execution of cross-border pipeline projects and energy transactions as part of an advanced course on Large-Scale Global Energy Projects, team-taught with Professor, Kim Talus, James McCulloch Chair in Energy Law, and Randall Ebner, former vice president and general counsel of Exxon Mobil Corporation. I am also developing other courses on the legal and commercial aspects of US and cross-border energy and natural resource projects.

From 2018 until the end of my term in 2019, I served as Practice Area Leader for all of K&L Gates' global Energy, Infrastructure & Resources (EIR) Practices, and as a member of the firm’s Global Advisory Council. Joined Enron (1996) as Senior Counsel, Enron Capital & Trade (ECT), supporting ECT's global business origination functions, emerging market privatizations, cross-border M&A/divestiture transactions, international privatization and project bid tenders, and upstream and midstream finance transactions. Promoted to AGC at Enron International (EI) upon its formation in 1997, with principal legal responsibility for EI's EM privatization efforts and M&A activities in South America, including as the principal transaction lawyer on the privatization of Elektro (5th largest electricity distributor in Brazil) and CEG/CEG-RIO (exclusive gas distributor for Rio and Rio de Janeiro State, with a service area of over 8 million people), and in the acquisition of Gaspart (co-owner with Petrobras of all gas distribution rights for 8 Brazilian states). Upon formation of Enron South Amercia (ESA) in 1998, appointed Senior VP & General Counsel for ESA and served on the company's management and risk committees. At ESA, continued to serve as lead transaction lawyer on major gas and power acquisitions, dispositions and development transactions of regional significance, including the proposed divestiture of ESA's interest in CEG-CEG/Rio and packaging for sale all of Enron's gas and power assets and businesses throughout Latin America. At ESA, built and managed Enron's first multi-disciplinary legal department in an emerging market, with 16 Enron attorneys and 24 joint Enron venture attorneys, resident in Enron offices in Sao Paulo, Rio de Janeiro, Cuiaba, Buenos Aires, Santa Cruz, and Houston. This legal group provided integrated legal support for all Enron business units active in the Southern Cone between1998 through 2001, including natural gas, electric power and broadband units and their associated legal/regulatory compliance functions.
