Randy Conner was appointed by Mayor Rahm Emanuel and confirmed by City Council as Commissioner of the Department of Water Management for the City of Chicago. Commissioner Conner has significant experience with City engineering and infrastructure, having worked at the Chicago Department of Transportation and the Chicago Department of Streets and Sanitation for more than 20 years. At the Department of Water Management Commissioner Conner oversees more than 2,000 employees, more than 100 vendors and contracts, an operating budget of approximately 1 billion dollars and a capital budget of approximately 750 Million dollars annually. Commissioner Conner continues to implement Mayor Emanuel’s 10-year Building a New Chicago program, which, to date, has replaced 470 miles of water main and rehabilitated 373 miles of sewer main. The world’s two largest conventional water treatment plants will be kept current with advances in the science of water treatment, and 2 pumping stations will be converted from steam to electrical systems at great savings to the rate payers.

Mr. Conner served as First Deputy Commissioner of the Chicago Department of Transportation, where he was Chief Operating Officer and Chief of Staff to the Commissioner. With a budget of $850 Million, he oversaw the day-to-day operations and administration of the 2nd largest non-emergency department in the city as well as the 3rd largest municipal infrastructure department in the country.

From 2010 until 2014, Mr. Conner served as First Deputy Commissioner of the Chicago Department of Streets and Sanitation where he oversaw the day-to-day operations and administration including the residential refuse collection, disposal and recycling, street sweeping and plowing, timely graffiti removal, cleaning of vacant lots, demolition of garages, efficient towing of illegally parked vehicles, abatement of rodents and the planting, trimming and removal of trees. Most notably, Mr. Conner helped to implement the grid garbage system, which changed the City’s garbage collection routes from non-linear ward geography to a system of routes bordered by main streets and natural boundaries. This program improved daily collection performance through balanced service regions and reduced the average daily deployment by more than 40 garbage trucks.
