Technical PM / Product Manager / Deployment Manager—World Vision International iVision, April 2011 – October 2013. Mr. Coombs served as Technical Project Manager for World Vision International iVision Project. This was a custom global Partnership Donor Management System (DMS) including backend CRM, web service interfaces, and public Giving Center web portal. Technical PM / Deployment Manager—World Vision International Stepwise Project, October 2009 – April 2011. Mr. Coombs served as Technical Project Manager for World Vision International Stepwise Child Sponsorship Project for an 800+ global field location deployment and date consolidation into a central data repository. Worked with multiple global client business, IT, data center service provider team for analysis, design, build, testing, training, and production go live implementation phases.

Delivery Manager for a Property Tax System. This involved working with multiple client departments, the client’s 3rd party application and data center outsourcing vendor to develop and execute the release, transition, and deployment support plan, contingency plan, cutover plan, disaster recovery plan, “Go No-Go” criteria to put IPTS into production operations

As Data Center Migration Manager, worked with the team in place to provide the framework, process, and guidance to migrate client application portfolio from San Diego to Plano, Tx and Tulsa, OK. This involved working with the client as well as the application business and technical resources to inventory applications, interfaces, dependencies, and application performance to successfully migrate the application while minimizing business impact.

Technical team manager and the QA team manager for the deployment of a Court Case Management System (CCMS) system into a California County production environment. This entailed development and management of project phase elements (requirements management, system implementation strategy/planning, defect management, custom software development management, release management, environment management, CMM, and multi phase test planning & execution) meeting aggressive timelines.

Team Lead—Lockheed Martin. Mr. Coombs assisted in designing an enterprise collaborative engineering system through desktop conferencing. Evaluated and recommended IP conferencing products compliant with ITU standards H.320, H.323, and T.120. Products included: client endpoints, multi-point conference units, firewalls, and network infrastructure components for end-to-end interoperability and Qos.Team Lead—Lockheed Martin. Mr. Coombs evaluated and procured real-time MPEG-2 encoder system for a FTTC (fiber to the curb) interactive television (iTV) trial. Analyzed requirements, performance, cost, and schedule for selection of encoder supplier’s ability to meet iTV system requirements. Defined system acceptance criteria. Developed network management rules for remote control of encoder system using OSI’s NetExpert SNMP management system (ASN.1 MIB II). Integrated the encoder system into the level1 ATM iTV lab network for delivery of programming through FLX-2500 to the STB (set top box).Team Lead—Lockheed Martin. Mr. Coombs integrated and supported a large international multi-segment communication system. Assisted in design of a state resource modeling software component on a near real-time communication timeshare, decision and commanding support system.Team Lead—Lockheed Martin. Mr. Coombs developed requirements and interface control specifications used in design of command/control interface to a specialized image processing system. Provided schedule, budget and cost projections for needed resources for design and implementation of customized interface to image processing system.
