Oversees the management of a $15+ million portfolio of Public Works Construction projects across California's Network of Fairs. Senior representative and overall program manager for DIA’s web presence on SECRET and TOP SECRET networks. Totally accountable for acquiring, executing, and justifying a 30 million dollar program. Responsible for aligning the Agency’s worldwide development and engineering workforce to ensure the web presence increased collaboration, maximized use of technological resources, and synchronized with the Director’s strategic intent. Recognized as first-ever program manager to develop a comprehensive requirements management process, communication strategy, and overall milestone decision making toolset to support this effort. Demonstrated excellence in verbal and written communication skills leading Senior Leadership decision making sessions.

Hand-picked by the Principle Deputy Director for Mission Services to create the first ever Europe-located Defense Intelligence Agency logistics and operational support hub. The hub served as the triage support site for DIA forward operations in the Western Hemisphere. Led a staff of 8 military and civilian personnel ensuring hundreds of DIA personnel and millions of dollars in DIA equipments were successfully moved throughout the United States Africa, Central, European Command’s Areas of Operations. Demonstrated exceptional aptitude at resource management and collaboration finding little to no cost opportunities for DIA to utilize support services from Departments of Defense and State, Central Intelligence Agency, and NATO resources.

Represented the Joint Interagency Counter Trafficking Center (JICTC) to US European Command (USEUCOM), International and Interagency Partners, and other internal and external stakeholders on all aspects of operations, activities, command requirements, and initiatives. Oversee efforts to align JICTC’s activities with the National Strategy to Combat Transnational Organized Crime, the National Drug Control Strategy, and the DoD Counternarcotics and Global Threats Strategy. Develop, coordinate, and present JICTC counter trafficking (narcotics, threat finance, persons, and weapons) briefings, information papers, and policy documents to General/Flag Officer and Senior Executive Directors. Oversees JICTC integration efforts and periodic reviews of USEUCOM plans and directives to ensure counter threat finance and counter trafficking-related issues and equities are appropriately integrated. Represent JICTC and USEUCOM at national and international counter threat finance, narcotic, and weapon trafficking forums to integrate JICTC and meet USEUCOM and national strategy objectives.

Served as the first-level supervisor responsible for the hiring, professional development, and evaluation of seven personnel. Served as the senior ranking Program Manager and advisor on all matters pertaining to DIA’s operational readiness to meet national security and intelligence requirements. Planned, executed, supervised, and evaluated the effectiveness and efficiency of DIA-wide operational activities (including counter threat finance) with the Joint Chiefs of Staff and Combatant Command Intelligence and Operations organizations. Conceptualized, developed, wrote, and delivered verbal and written high-impact, strategic-level products to the Director and senior staff on all matters concerning the agency’s mission essential task proficiency and readiness to accomplish missions worldwide. Responsible for representing the agency at conferences and on assessment teams working with the Joint Chiefs of Staff and Office of the Secretary of Defense. Recognized for exceptional written and verbal communication and collaboration skills which led to multiple achievements including: Expertly developing the first-ever Director approved Agency Mission Essential Task List outlining the critical functions the agency provides to warfighters; Increasing DIA’s ability to understand its operational preparedness; Increasing DIA collaboration and integration at all Joint Staff and Office of the Secretary of Defense-led fora; and, Exceptional resource and change management.

Developed courses of action and recommended specific operational direction to the Chief, Office of Enterprise Operations and Director, DIA when support was requested by DoD, interagency, and international organizations. Fully responsible for managing the development and implementation of training standards and requirements. Planned, organized, coordinated, and synchronized analytical, collection, and support functions for DIA’s worldwide operations and activities with DoD, interagency, and international entities. Expertly utilized Intelligence Information systems and processes to implement and sustain DIA’s expeditionary capability. Represented DIA during biennial Joint Staff assessments which identified and recommended changes to improve indications and warning across the DoD enterprise. Developed, led, and administered a plan to trim twenty-four instructional hours, utilize web-based training, and transfer management of the DIA Deployment Qualification Course saving the government over $300,000 annually. Recognized as “an articulate leader that always follows through on all action he undertakes.”

Dually responsible for human intelligence collection and PSYOP planning, development, and dissemination. Personally responsible for the training, accountability, and combat readiness of a team of ten personnel; over one million dollars worth of equipment; and a million dollars in operational contracting funds. Deployed numerous times in support of Operation Enduring Freedom – Philippines. Distinguished service recognized with multiple commendations and awards for outstanding leadership, change management, and joint/interagency coordination and planning with host-nation military and civilian personnel. Although trained in HUMINT, developed an expert understanding of PSYOP culminating in selection as the lead Command Staff PSYOP Planner, Joint Special Operations Task Force – Philippines. Effectively blocked enemy maneuver on the coast of the Philippines by conceptualizing and leading the airborne dissemination of PSYOP products. Proactively addressed public affairs challenges through collaboration and team work with senior personnel in the United States Embassy, United States Pacific Command, Government of the Philippines, and non-governmental organizations. By linking Manila-based marketing firms with senior military leadership, increased the task force’s capability to disseminate information throughout the region. Completely revised pre-deployment training utilizing live-fire ranges to simulate the actual operating environment – the new training format decreased preparation time by 45 days and increased awareness of the operational environment.
