• Coordinate JIDO COCOM support activities; oversee the day-to-day operations which includes continuous oversight of administrative, logistical, C-IED and other improvised threats and planning functions; overseeing personnel matters, office efficiency, and successful mission accomplishment; overseeing the administrative support functions.• Prepare comprehensive concepts of operation concerning C-IED activities in clear, concise, and non-technical correspondence.• Provide expertise in operational and CCMD and supported Component Command level military operations, intelligence, operations research/systems analysis, and operations-intelligence fusion and analysis to support deployed U.S. and coalition forces in Attack the Network (AtN) operations.• Coordinate analytical support services primarily for the specific CCMD's Area of Responsibility (AOR) and other CCMD and locations in the U.S.• Provide experts in C-IED and AtN operations, intelligence, qualitative and quantitative analysis, training, and technology who are capable of employing advanced tools for AtN information collection and analysis to enhance the ability of deployed forces to eliminate or neutralize enemy insurgent networks that threaten U.S. interests and employ IEDs.

• Served as the Forensic Technical Representative (FTR) of the DEFENSE FORENSIC SCIENCE CENTER (DFSC) FORENSIC EXPLOITATION DIRECTORATE (FXD) in support of US SOUTHERN COMMAND. Subject Matter Expert for all activities related to DFSC support of SOUTHCOM. Provide forensic knowledge, expertise and advice to SOUTHCOM staff concerning collection, preservation and exploitation of captured material. • Combatant Command (CCMD) SME for Forensic Exploitation Capabilities. • Integrate forensic standards and capabilities between the CCMD’s, SOUTHCOM Components, Inter-Agency players, State Military HQ’s, Partner Nations. • Liaison with Counter Improvised Explosive Device (C-IED), Weapons Technical Intelligence (WTI), Explosive Ordnance Disposal (EOD), and interagency forensic laboratories, intelligence communities and law enforcement when applicable to ensure SOUTHCOM and FXD in having the most current information; • Verifying the appropriate use of DOD forensics assets in support of SOUTHCOM taskings. • Collaborate with senior CCMD staff and represent DFSC-FXD in the promotion of FXD forensic capabilities. • Serve as a conduit for feedback and lessons learned to FXD from SOUTHCOM leadership. • Facilitate “reach back” forensic exploitation support through the FXD Global Forensic Exploitation Center (GFXC) and information sharing between DFSC-FXD and SOUTHCOM staff. • Maintain familiarization with FXD forensic exploitation capabilities, processes and equipment, and understanding of biometric collection devices. • Integrate forensic capabilities into SOUTHCOM Theater Campaign Plans (TCPs), Contingency Plans (CONPLANS), Concept of Operations (CONOPS) and training. Facilitate the staffing of CCMD requests for FXD capabilities and support. Provide input and assistance in the development of CCMD forensic policies and programs. • Brief technical forensic exploitation capabilities, requirements and efforts to support the CCMD.

• EOD Operations Management: Supervised, planned and coordinated all US Army EOD operations within the US European Command (EUCOM). Provided administrative, operational and training support for 2 EOD companies which provided 24 hour emergency response and EOD/IED support to EUCOM and US African Command (AFRICOM). Planned and coordinated EOD support to humanitarian demining and humanitarian assistance support teams. Supervised national-level EOD/WMD missions. • EOD Exercise Coordination: Planned, coordinated and directed Military-to-Military EOD exercises for 54 partner nations. Set up training and evaluated simulated EOD/IED incidents and assisted several European partner nations in improving IED response capabilities. Provided EOD planning and evaluation support to dozens of NATO, Humanitarian Assistance and Major Readiness Exercises. Directed, trained and evaluated EOD teams on EOD and IED incident response.• Lead EOD Planner: Deployed in support of AFRICOM and the US Navy 6th Fleet during JTF-Odyssey Dawn as lead EOD Planner (Ground Force) during the Libya combat operation. Provided expert EOD technical knowledge while deployed aboard the USS Mount Whitney and assisted NATO during the successful over-throw of Muammar Gaddafi.

• EOD Operations Management: Supervised EOD operations and support to the United States Secret Service (USSS) and Department of State (DOS) for the protection of the President, Vice President, Secretary of State, Secretary of Treasury, and other senior dignitaries. Manage EOD and Improvised Explosive Device (IED) render safe support for the White House complex and the Vice Presidential residence. • National Special Security Event (NSSE) Joint Task Force EOD Senior Advisor: Managed 125 EOD Teams and 80 military working dog teams for the 2013 Presidential Inauguration and several other NSSE’s. Assigned expert teams to search for IEDs and other explosive hazards at high-profile venues, ensuring the safety and security of the President, Vice President and other distinguished guests. Supported 606 presidential and foreign dignitary protection missions in support of the USSS, 45 missions for the protection of the Secretary of State for DOS at overseas locations, and 36 missions for the USSS Candidate Protection Division. • EOD Subject Matter Expert (SME): Utilized extensive knowledge of explosives, IEDs, and other hazards to successfully train and assign missions to EOD teams who respond to suspect IED incidents and assess for explosives, IEDs and other hazards. Reviewed and analyzed intelligence products for current threat.• Personnel Management: Managed, supervised, and trained White House 3 EOD teams responsible for 24 hour operations, IED response, and render-safe procedure coverage for the White House complex and Vice Presidential Residence. Supervised 6 senior EOD personnel for VIP protection coordination and world-wide VIP protection response.

CSM CJTF Paladin• EOD Subject Matter Expert (SME) / Senior Advisor: Provided direct Counter- IED support to all US and Coalition forces across the Combined Joint Operations Area-Afghanistan (CJOA-A). Approved all Counter- IED training programs for US Forces entering the CJOA-A. Guided the International Security and Assistance Force (ISAF) and ISAF Joint Command (IJC) on enemy tactics, techniques and procedures (TTPs), capturing vital life saving counter measures and C-IED lessons learned. • Briefing and Reporting: Developed detailed theater-specific IED threat and enemy Tactics, Techniques, and Procedures (TTPs) briefings and provide technical guidance to high ranking officials. Delivered detailed briefs on IED methods and techniques used by terrorists to include: commercial and home-made explosives, IEDs, and Chemical, Biological, Radiological, and Nuclear (CBRN) weapons in order to minimize threats to coalition personnel.• EOD/IED Exploitation Missions: Exploited over 2000 IED incidents and greatly reduced the enemy’s ability to inflict IED casualties on coalition forces in support of CJTF Paladin.

• EOD Subject Matter Expert (SME) / Senior Advisor: Supervised U.S. and multi-national technical forensic laboratories responsible for collection, exploitation, and analysis of evidence recovered from IED and Post Blast events. Tracked, processed, and disseminated time-sensitive technical intelligence reports as the theatre explosives exploitation Subject Matter Expert and EOD senior advisor. Liaised with NATO senior leaders and coalition tactical forces for IED exploitation. • EOD/IED Forensic Laboratory Supervisor: Stood up additional forensic laboratories across the CJOA-A, which greatly increased IED material exploitation capability in RC-South, RC-North and RC-West. Logged and categorized data and reported findings to strategic levels and tactical units. Improved the safety and accountability of incoming explosives case evidence. • IED Data Analysis: Analyzed IED data to include: construction, components, employment, effectiveness and functions of IEDs. Prepared reports for Senior DOD Leaders on emerging enemy threats, tactics, and techniques. Processed all source statistical and pattern analysis data in support of deployment operations.
