As Assistant City Manager for a community with an annual budget of $47 million and 130 employees, responsible for overseeing Engineering, Planning, Building, Operations and Parks, Water and Wastewater, Recreation, Facilities Management, Code Enforcement, and Special Projects. Served as interim city manager and as a member of the City’s senior leadership team. Secured $1.1m and $1.5m federal grants for roadway expansion projects, managing a complex capital improvement program including multiple water, wastewater and stormwater utility projects, road design and construction, pavement management program, and parks and open space development projects. Led the transition of the Community Development Department through a transition from contract consultants to in-house staff in the midst of major development activity with over 2,000 residential units in the current land use review process. Led the Public Works Department through a reorganization resulting in greater synergy between Parks and Recreation, and increased levels of service in streets, water, stormwater, fleet, and parks maintenance. Oversaw completion of the city’s new Community Master Plan and Transportation Master Plan. Served as the City’s liaison with the Greeley-Evans School District, City of Greeley Water and Wastewater Departments, North Front Range Metropolitan Planning Organization and CDOT. Oversaw planning for a new police station and expanded wastewater treatment plant capacity.

Directed all operations for a full-service community with an annual budget of $27 million, 97 full-time and 120 seasonal employees. Frisco is in the heart of Summit County and is a central service and shopping hub within a few minutes of five ski resorts and numerous recreational opportunities. Specific achievements include the first deed-restricted workforce housing units designed and built under the Town’s direction; the first townhome buy-downs for workforce housing; convening of a Business Advisory Committee and a broad-based community Housing Task Force; Public Works facility expansion with two employee housing units; Water capacity and rate studies; Short-Term Rental regulations; updates to many planning documents including the Unified Development Code, Trails Master Plan, Marina Master Plan and new marina facility design, downtown parking plan, and improvements to the Adventure Park at the Peninsula Recreation Area (featuring disc golf, skatepark, climbing boulders, Nordic, trail, tubing hill and day lodge improvements); along with collaboration with CDOT and the County on the State Highway 9 GAP Project and the I-70 Exit 203 Intersection Analysis and Design Study.

Reporting to the city manager, responsible for overall management and direction of assigned departments, including Parks and Recreation, Wheeler Opera House, Utilities, Streets, Parking, Transportation, Community Relations and Manager’s Office. Serving as a member of the City’s executive management team for full-service resort community with an annual budget of $100+ million and 280 employees, worked closely with city manager, mayor and council members and the public to implement policy, manage resources, and achieve goals established by city council. Served as staff liaison to city council, Aspen Chamber Resort Association and Aspen Skiing Co. Served as chief-of-staff and acting city manager as needed. Provided direction and support toward the overall success of the City and the efficiency and effectiveness of all City departments. Responsible for policy analysis; problem solving; staff, project, budget and event management; extensive public involvement and communication as City’s representative in discussions with City boards, citizen groups and other local, state and federal public agencies.
