Mr. Rhoads has more than 30 years of experience in the design of residential, commercial/retail, educational, and governmental/institutional projects. As Executive Director of Affordable Housing, Randy’s main responsibility includes overseeing the physical plan from initial master plan conception through construction ensuring all our projects are sustainable, efficient, safe, and healthy communities. Mr. Rhoads manages, coordinates, and evaluates the work of internal architects and planners, civil and structural engineers, and environmental consultants. He is also responsible for procuring professional services and general contractors, evaluating cost estimates, value engineering, supervising document development, observing construction, and coordinating meetings with neighborhood and tenant associations. Mr. Rhoads has been the lead architect in more than 32 tax credit developments overseeing the design and construction of over $1 billion in development costs including the first multi-family, mixed-income building in the U.S. to incorporate universal design features into every unit, one of the first affordable housing developments to be certified under the Enterprise Green Communities Criteria, and one of the first developments to achieved LEED for Homes Certification in 2009 and LEED for Neighborhood Development certification in 2010. Mr. Rhoads has been responsible for leading the design of over 6000 Mixed Income, Multi Family, and Elderly Apartment units in 14 cities across the United States. Prior to joining Cushing Terrell, Mr. Rhoads worked for one of the nation’s top 50 for-profit affordable housing developers for over 17 years. Mr. Rhoads has held lead design and project management positions at a number of San Diego and St. Louis architecture and development firms and is a member of the Congress for the New Urbanism, holds a Bachelor of Architecture degree from Kansas State University and is a Registered Architect in the State of California.
