As a Program Manager for the Perimeter Acquisition Radar Attack Characterization System (PARCS) Program, on the Professional Acquisition Support Services (PASS) contract, provides program management and support to the System Program Office, Space Command and Control and Surveillance (SC2&S) Division, Air Force Logistics Management Center (AFLCMC). Leads a team of government service and support contractors, and is responsible to the government customer for cost, schedule and performance on the annual $30M+ sustainment program, servicing this missile warning (MW) and space surveillance radar site. Support to the government includes program planning, monitoring/controlling and execution, following DoD/Air Force Acquisition/Sustainment policies and procedures to include development of key acquisition/contracting documents, providing risk management expertise, tracking Prime Contractor performance and schedule through the Earned Value Management (EVM) system and oversight/review of project schedules, Data and Configuration Management oversight, and support to higher Divisional staff, Headquarters staff, Program Executive Officer (PEO) staff and Air Staff for milestone reviews, briefings and other acquisition/contracting activities for successful program execution.

Served as the Earned Value Management System (EVMS) Manager for the $1B Ground-based RADAR and Space Surveillance Systems Engineering and Sustainment Integrator (SENSOR) Program. The SENSOR program covers 2 separate product lines for the Space Command and Control and Surveillance (SC2&S) Division, consisting of Ballistic Missile Early Warning (BMEWS)/PAVE PAWS Radar System Program and the Perimeter Acquisition Radar Attack Characterization System (PARCS) program. SENSOR EVM duties entail the management of 40+ sustainment, procurement, research and development projects annually at total annual budgets of $80M+.

Served as the schedule Analyst for the Global Positioning Systems (GPS) Operations Support and Sustainment Division/Space and Missile Center (SMC/GPL) for annual sustainment effort and the GPS Transition Division (SMC/GPT) for the Next Generation Operational Control System (OCX), the $4.8B replacement Ground Control segment, as well as a gap stop program for Ground Control, the $96M GPS III Contingency Operations services (COps), was accountable for the daily management and analysis of multiple, simultaneous and inter-dependent project schedules from the Prime Contractors supporting the sustainment and modernization of the GPS weapon system. Responsible for scheduling the world wide Control Segment, the Space Segment (satellites), including Launch and User Segment, both military and civilian.

As a Program Manager for the Ballistic Missile Early Warning (BMEWS)/PAVE PAWS Radar System Program, on the Professional Acquisition Support Services (PASS) contract, I provide program management and support to the System Program Office, Space Command and Control and Surveillance (SC2&S) Division, Air Force Logistics Management Center (AFLCMC). I lead a team of government service and support contractors, and am responsible to the government customer for cost, schedule and performance on the annual $50M+ sustainment program, servicing 5 missile warning (MW) and space surveillance, missile defense (MD) radar sites situated in various locations in CONUS and around the world . In the last two years, I successfully managed 7 projects valued at over $13M. My support to the government includes program planning, monitoring/controlling and execution, following DoD/Air Force Acquisition/Sustainment policies/ procedures. This includes development of key acquisition/contracting documents, technical evaluation of Prime Contractor proposals, Fee plan development, Fee determination, provide risk management expertise, tracking Prime Contractor performance and schedule through the Earned Value Management (EVM) system. Additionally, I provide Data and Configuration Management oversight, and support to higher Divisional staff, Headquarters staff, Program Executive Officer (PEO) staff and Air Staff for milestone reviews, briefings and other acquisition/contracting activities for successful program execution.

As the Program Acquisition Lead for the Eglin Radar Service Life Extension Program (SLEP), on the Professional Acquisition Support Services (PASS) contract, provided program management and acquisition support to the Eglin Radar Program, Space Command and Control and Surveillance (SC2&S) Division, Air Force Logistics Management Center (AFLCMC). Led a team of 7 support contractors, and was responsible to the government customer for cost, schedule and performance on the $124M Eglin SLEP program. Support to the government included program planning and execution, following DoD/Air Force Acquisition policy and procedures to include development of key acquisition documents, providing risk management expertise, tracking Prime Contractor performance through the Earned Value Management (EVM) system, Data and Configuration Management oversight, and support to higher Divisional staff, Headquarters staff, Program Executive Officer (PEO) staff and Air Staff for milestone reviews, briefings and other acquisition activities for successful program execution.

Project Management Professional certified through Project Management Institute (2009). Responsible for the daily management and execution of projects on the SENSOR contract for ground based radars (used for missile warning, space situational awareness), including performance, cost and schedule through out the entire lifecycle of a project. Projects managed were highly technical and ranged from hardware and software sustainment/maintenance to development and modernatization projects. Tasks included project requirements development, work plans, project plans, MS Project resource management, schedules, budgets, requirements reviews, design reviews (preliminary design reviews, critical design reviews), installation or test readiness reviews, implementation or installation plans, informal and formal testing, functional and physical configuration audits, drawing and technical orders development, and completion of all deliverables. Participated in proposal development (technical and cost basis of estimates). Highly experienced using Earned Value Management principles and Project Management Professional techniques.

Responsible for all aspects RAIDRS Program management, development of RAIDRS Technical Orders, Training Materials, Operational Concepts and other support. Developed concept of operations, training program, and technical order/manual plan for the Rapid Attack Identification, Detection and Reporting System (RAIDRS), a Defensive Counterspace (DCS) program with over $2M in Training and Technical Order development required. Led the only team, out of 10 companies, to stay within budget, over two year period. Supported trade studies, analysis, and concept development for current and near-term Space Situational Awareness (SSA) and Defensive Counterspace (DCS) programs. Developed space control concept of operations and HQ Air Force Space Command (AFSPC) Instructions for DCS operations. Provided strategic and tactical technology roadmaps and investment strategies for Air Force Research Laboratory’s (AFRL) SSA research. Conducts precision metric study for SMC/SYT’s space superiority program. Contributed to proposal work for the Megellan/Safari business capture efforts by writing and advising on multiple tasks. Lead Marketing and Business development effort in Colorado Springs for Schafer Corporation providing visibility of Schafer capabilities and intent to become a significant business presence in Education and Training, Missile Defense, Space Operations and Homeland Defense. Led a unique, selectively manned unit responsible to protect our Nation’s most valuable and sensitive space and space-related programs. Planned/managed funding for 500 Minuteman III, 50 Peacekeeper and Mobile C2 System (MCCS) programs. As the Command Advocate for ICBM/MCCS sustainment/modernization, managed a budget in excess of $7.9B and integrated ICBM force structure and sustainment requirements into Air Force long-range plans. Formulated Command-level guidance for ICBM operations security force and nuclear codes.
