The Office of Finance issues and services all consolidated debt securities on behalf of the eleven regional Federal Home Loan Banks. Created by Congress in 1932, the mission of the Federal Home Loan Banks is to provide liquidity to member institutions to support housing finance and community investment. Through its access to the global capital markets, the Office of Finance ensures that the FHLBanks can deliver funding in support of the diverse needs of their members.
