Acitivites Performed: IT Needs assessments/auditing, requirement analysis, requirement specifications review, Business process mapping, Business process re-engineering (As-Is and To be process mapping, Software requirement specifications) Analysis of complex/ legacy national financial management systems, budgeting and forecasting systems, cashflow management systems, asset management systems, expenditure tracking systems, Human resources management systems for the purpose to new systems design. Development of data models, data analysis, performance analysis models, KPI/Output Vs Outcome models, development of solution options, cost benefit analysis, What if analysis, ROI analysis, statistical analysis. Planning and development of IT strategy and policy frameworks. Financial planning, budgeting and forecasting, financial reporting, procurement process/tender process management. Data migration strategy planning, database information analysis, migration implementation, data review. Project designing, planning, procurement planning, resource allocation analysis, situation analysis, KPI analysis Identification of sector specific operational and functional specifications for the Health Sector Management Information System. Including designing of the functional and technical features of the system, technology architecture design, communication topology design, systems platforms selection etc. Procurement process management including ICB, NCB process management. Appointed Member of Technical Evaluation Committee for IT procurements. Implementation of web based monitoring and financial tracking system. This system covered Sri Lank with over 150 individual sites (in various locations in every provincial council) implementations and WAN connections. The system involved the training of over 3000 personnel. training plans and training strategy development, implementation and monitoring.
