The Office of Strategic Management and Innovation is charged with public policy planning, fostering intragovernmental partnerships, developing IT solutions in order to improve our citizen’s quality of life. We are responsible for: i) budgetary planning for the Municipality, including Multiyear Plan (Plano plurianual - PPA), Budget Guidelines Law (Lei de Diretrizes Orçamentárias - LDO) and Annual Budget Law (Lei orçamentária Anual -LOA); ii) structuring credit operations for infrastructure projects; ii) obtaining financial resources from the State and Federal Government for public policies projects, and managing the portfolio of several intragovernmental partnerships; iii) providing a number of technology and telecommunication services to departments, the Mayor, residents and businesses.

In charge of coordinating the international relations activities of the Department of Housing; Metropolitan Transportation, and São Paulo Corporation for Metropolitan Planning (Emplasa) Main activities: i) articulation of international cooperation projects between the State of São Paulo and different levels of foreign governments, international organizations and cities networks (IDB, UN-Habitat, Metropolis Association, UCLG); ii) international coordinator of Emplasa’s Metropolis Initiative “Capacity development for metropolitan Projects in Latin America” focused on disseminating and sharing knowledge on financing alternatives for urban and metropolitan projects; iii) coordinator of cooperation agreement between the São Paulo State Government and the British Government aimed at strengthening the State bidding process, evaluation, and monitoring of Public-Private Partnerships (PPPs); iv) coordinator of metropolitan transportation cooperation agreement between the French Region of Île-de-France and São Paulo focused on learning from the French experience in regulatory policies for transportation; v) joined official missions to UN-promoted international forums, Metropolis Association and UCLG, and technical visits to social housing and urban renewal projects (India, Colombia, Argentina, Rio de Janeiro).
