Raphael’s journey into urban planning, community development, and public realm design began in 1996 when he worked as a project manager for a South Florida developer.After earning a Master's Degree in Urban Planning in 2002, Raphael gained experience in both the public and private sectors before joining the West Palm Beach Downtown Development Authority (DDA) as Urban Planning and Services Director in 2006. In 2011, he was appointed Executive Director by the DDA Board, a role he held until June 2024.In July 2024, Raphael took on a new challenge with the Quantum Foundation, leading Palm Beach Venture Philanthropy (PBVP). This innovative venture philanthropy initiative aims to drive transformative change by developing solutions and securing capital to tackle persistent socio-economic issues in Palm Beach County.A pioneer in using community-based programs and pilot projects to enhance quality of life and create economic opportunities for small businesses, Raphael continues to make an impact. He resides in West Palm Beach, Florida, with his wife and family.
