The manager provides leadership in oversight, supervision, development and monitoring of all programs run through Deborah’s Gate for the purpose of providing effective, efficient, safe, live-in-based rehabilitation operations within the framework of the mission and goals of the Salvation Army Illuminate, and in adherence to Funder’s standards and The Salvation Army’s published policies and procedures.- Oversight of delivery of Illuminate’s initiatives through program sites including Deborah’s Gate, Renew, Living Hope and other programs and initiatives (existing and in the future); takes responsibility for clients, live-in residents, staff, and the ministry unit, and following all requirements of the Collective Agreement.- Manage budgets & and resources for multiple departments including monthly spending, petty cash, budgets & and financial forecasting, vehicles & and maintenance, communications & and contracted phone plans, staff hours, visa submissions & and reconciliations for all staff, grant allotments, in consultation with the Director.- Tach the Freedom Model of Case Management, ensuring staff are properly supervised to provide trauma-sensitive care to clients, champion the vision of psychosocial rehabilitation & and innovative thought leadership- Responsible for training leadership staff, such as project Supervisors and coordinators, in leadership skills, accountability, staff hiring, program oversight, required program outcomes, supervision of support staff, and program evaluation- Ensure the specialized implementation of live-in program requirements, including intake, goal setting, support, referrals, resident meetings, networking and other direct services to residents, transitioning and discharges, including appropriate use of rehabilitative and disciplinary measures, and case note audits of front line staff- Develop workflow systems, policy and procedure, operational standards and frameworks, and innovative solutions for all departments

The Outreach Coordinator provides oversight, supervision, direction, and assistance of all outreach-based skills development programming through The Salvation Army Illuminate Programs.- Supervise all case management for outreach program clients, waitlisted services and provide case management and case support to overflow and/or high-level advocacy clients, and provide direct services to outreach clients, including accompaniment and occasional travel where required.- Support outreach staff through regular ongoing direction and consultation in therapeutic approaches and interventions, review each client case file on a consistent basis and consult with professional supports and training where applicable.- Support the facilitation of existing programming, build community relationships and discounted access to services, and coordinate with community partners in service access and delivery.- Participate in recruiting, orientating, training, scheduling, and evaluating volunteers and practicum students for programming- Oversee financial resources of the department, including petty cash, and any other resources determined for program delivery- Utilize knowledge of issues pertaining to ADLs, the Person-Environment-Occupation Model, occupational therapy, human trafficking and exploitation, rehabilitation, immigration, decolonizing praxis, fine arts, lived experience inclusion, domestic violence/abuse, mental health, addictions, homelessness, employment, education, racial justice and equity, financialinclusion, and internal policies and procedures to develop program materials and partnerships- Conduct psychosocial client assessments (for clients in crisis and self-referrals) and oversee the implementation of staff activities and casework- Ensure the implementation of the Case Management System/Freedom Model as it relates to development, activities, and education, including case notes, activity reports, therapeutic approaches and intervention

The Navigator provides crisis and long-term support for community-based victims and Survivors of human trafficking in Canada of all genders (by phone, digital service, online learning, and in-person support) to access support, referrals, programming, rehabilitation opportunities, and education, employment, and second stage housing subsidies.RESPONSIBILITIES- Assist the Management team in the development of new and existing Anti-Human Trafficking Programs and projects as per funding requirements, complete reporting, statistics collection, and measuring tangible outcomes- Utilize knowledge of issues pertaining to human trafficking & exploitation, rehabilitation, immigration, decolonizing praxis, fine arts, lived experience inclusion, domestic violence/abuse, mental health, addictions, homelessness, employment, education, internal policies and procedures to develop program materials and partnerships- Responsible to model positive behaviours & boundaries to clients and contributing to the mission and goals of the Salvation Army Illuminate.- Operate within a rotating on-call schedule for emergencies within the team for program participants and community partners- Develop case plans, utilize case management tools, and human trafficking-specific interventions, report case notes, and develop strategies for clients within caseload, providing case management, case coordination, and episodic/crisis/referral only care for Survivors across Canada- Collaborate and support interventions, safety plans, safe exits, and access to emergency and immigration services for program participants-Provide accompaniment by vehicle, ferry, plane, or public forms of transit for program participants where required in both emergent & non-emergent circumstances - Identify & complete paperwork for second-stage housing subsidy applicants, provide home visits and in-home training for program participants modelling independent living skills & conduct safety audits
