Development Pathways specialise in social protection and also have significant experience in developing MIS systems for social protection programmes. As a Social Policy Specialist I contributed to production of reports and training materials, conducting qualitative and quantitative research and analysis of social policy issues. Assignments included:- Researcher on a DFID funded project on social accountability in social protection.- Researcher on a DFID funded project looking at social protection for people with disabilities- Social Policy Specialist secondment for 2,5 months to the MAHKOTA program for expanding social protection in Indonesia.- Evaluation of the targeting approach of a WFP Cash for Assets program in Kenya: carried out qualitative research of the geographic and community based targeting approach of WFP’s Cash for Asset program in Kitui County and produced a comprehensive report including analysis of findings related to: stakeholder’s experience of the targeting process; targeting performance in terms of fairness, inclusion and exclusion errors; perceptions of targeting costs and benefits; linkages with other safety net schemes (OP-CT and CT-OVC programmes); perceptions and targeting of child vulnerability.- Quantitative analysis of target groups for Zimbabwe cash transfer programme: analysed household data to provide different options for re-targeting.- Contributing to an online training module on social protection for the ILO, producing training modules on national dialogue on social protection floors and implementation of social protection programmes.

Kampala, Uganda

Responsible for coordinating a research project on refugee vulnerability for WFP in Uganda, including qualitative field research in six refugee settlements and a quantitative household survey of 5,000 households in 18 settlements, across ten districts. Organised the logistics for the qualitative research, including liaising with the Government of Uganda to ensure access to the refugee settlements, and carrying out scoping visits to the settlements. Developed research methodology and research tools for the qualitative research together with an external international consultant, and participated in qualitative field research. Wrote a research report for two settlements, edited the final qualitative research report and contributed to the final research report. Also supported project management and proposal development for other Development Pathways projects in Uganda.

Between January and May 2015 I travelled through Nepal, Northern India, Bhutan and Myanmar to research social protection policies and projects, with a focus on cash transfers and cash for work programs. I am currently in the process of writing a book on social protection initiatives in Asia based on the trip. I am especially interested in the political dynamics leading to expansion of various forms of cash transfers as well as issues of local governance surrounding the implementation of social protection programmes.
