I am a media and election expert with over 25 years of international experience. Since 1998, I have been the Executive Director of MEMO 98, a proficient media institution with extensive experience in delivering media monitoring on behalf of international institutions as well as technical assistance to civil society groups. I have worked as a media and election analyst, consultant, and trainer, participating in some 30 international election observation missions, most recently in Italy, the Netherlands, and Iceland. I have also worked in more than 150 election and media-related projects and missions in the framework of the UN, Council of Europe, OSCE, IFES, NED, NDI, DRI, and IMS, most recently in Thailand, Nigeria, Moldova, Myanmar, and Ukraine. He also has intensive experience in electoral & media-related training of different stakeholders participating in elections, including the regulatory bodies, the media, and NGOs. For the last six years, I have focused intensively on the issue of online disinformation in the context of elections as well as on the role of social media during elections and ways to tackle their negative impact on elections. I co-authored a White Paper on Social Media, Disinformation, and Electoral Integrity to guide International Foundation for Electoral Systems in this area and the UNESCO/UNDP guide Elections in Digital Times published by UNESCO, which is a practical guide focusing on Internet, Social Media, Social Messaging, and AI. Drawing upon my experience in media monitoring, I wrote a media monitoring toolkit which was developed within the framework of the Council of Europe project "Supporting the transparency, inclusiveness, and integrity of electoral practice in Ukraine", implemented within the framework of the Council of Europe Action Plan for Ukraine 2018–2022. I am also focusing on using ICT during elections, such as e-voting technologies and internet voting.
