I have worked as a media and election analyst, consultant, and trainer, participating in a number of election observation missions and projects. For the last 7 years, I have focused intensively on the issue of online disinformation in the context of elections, the role of social media during elections, and ways to tackle their negative impact on elections. I co-authored a White Paper on Social Media, Disinformation, and Electoral Integrity to guide the International Foundation for Electoral Systems in this area and the UNESCO/UNDP guide Elections in Digital Times published by UNESCO, which is a practical guide focusing on the Internet, Social Media, Social Messaging, and AI. Drawing upon his experience in media monitoring, I wrote a media monitoring toolkit which was developed within the framework of the Council of Europe project "Supporting the transparency, inclusiveness, and integrity of electoral practice in Ukraine", implemented within the framework of the Council of Europe Action Plan for Ukraine 2018–2022.

I am a media and election expert with over 20 years of international experience. Since 1998, I have been the Executive Director of MEMO 98, a proficient media institution with extensive experience in delivering media monitoring on behalf of international institutions as well as technical assistance to civil society groups. I have also worked as media and election analyst, consultant, and trainer, participating in some 30 international election observation missions as well as a number of international media & elections-related projects. I also have an intensive experience electoral & media related training of different stakeholders participating in elections, including the regulatory bodies, the media, and NGOs. For the last five years, I have focused intensively on the issue of propaganda and disinformation, conducting research on the impact of Russian narratives in the former Soviet Union countries and beyond, conducting training in media monitoring and participating at various events focusing on this issue. I have also focused on the role of social media during elections and ways to tackle their negative impact on elections processes as well as ways how to monitor these trends in the context of international observation of elections.

MEMO 98 is a specialist media institution, with extensive experience of delivery media monitoring on behalf of international institutions as well as technical assistance to civil society groups.An important benchmark for MEMO 98 was the year 1999 when it was approached for the first time by the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) to participate in its international election observation missions. Ever since, in the framework of a number of international organizations, such as, OSCE/ODIHR, United Nations, Pro Media, International Foundation for Election Systems, and National Democratic Institute, MEMO 98 has taken part in more than 50 election and media related projects in more than 15 countries (in particular in the Commonwealth of Independent States and the Balkan countries, but also in Africa, Asia, South America and most recently Middle East).
