Ratha Phan currently serves as the Senior Programme Manager at the British Broadcasting Corporation - Media Action (BBC-MA) in Cambodia, a subsidiary of BBC World Service. In this role, he leads program and business development initiatives focused on media development, governance and civil rights, climate and disaster risk reduction (DRR), and sexual reproductive health rights (SRH). Ratha is instrumental in developing and implementing resource mobilization strategies for the BBC Country Office, effectively engaging with donors and forecasting funding to ensure the sustainability of country programs.In addition, Ratha Phan is the Chairman of Board of Director and Chief Business Development Officer for Entrepreneur & Land (ELAND) Cambodia, a social enterprise programme provides upskilled training courses, conducts legal research and due diligence and digital consultation related to land rights and legislative practices.With over 10 years of professional experience in governance and rights, business and partnership development, Ratha has collaborated with international consulting firms, educational institutions, and INGOs. He previously served as the Senior Business Program Manager at the Institute of Advocacy and Policy (API), where he led a USD 2-million initiative on governance and social accountability funded by USAID and the U.S. Department of State (US DoS). Additionally, Ratha was the Senior Program Manager at Nickol Global Solution LLC, a USAID prime contractor, overseeing a USD 3-million governance and accountability portfolio for the Cambodia One Window Service. He also worked as the Program Monitoring & Evaluation Manager at Operation ASHA International, managing a USD 5-million grant aimed at enhancing the accountability and responsiveness of local health workers, funded by the Global Fund to Fight Against HIV, Tuberculosis, and Malaria (GFATM).Ratha possesses strong technical skills in business and partnership development, resource mobilization strategies, monitoring and evaluation, project design and management, and business law.
