Ray Beeman leads EY’s Washington Council EY practice, which provides clients with strategic advice and representation on issues and developments involving tax, health and budget policy.

Served as an adjunct professor in the LL.M program course covering the Federal income taxation of debt instruments.

Served as advisor to Chairman Dave Camp relating to comprehensive tax reform, including policy development, coordination of tax reform hearings and working groups, and meetings with stakeholders. Developed and prepared tax reform discussion drafts relating to international tax, financial products, and pass-throughs. Developed and prepared the Tax Reform Act of 2014, released publicly as a discussion draft in February 2014. Principal committee staff responsible for House consideration and enactment of Federal highway and aviation trust fund reauthorization legislation, including MAP-21 (2012) and the FAA Modernization and Reform Act of 2012.

Broad-based tax practice that involved consulting, planning, transactional advice, and legislative/administrative monitoring and advocacy for major clients across a range of industries, including the hospitality, defense, transportation, automotive, agricultural/environmental, entertainment, real estate, and financial services sectors. Representative engagements included legislation sought by the hospitality industry following Hurricane Katrina, modifications to bonus depreciation legislation sought by an automobile manufacturer, representation of a financial services trade association relating to proposed modifications of FATCA legislation and administrative guidance, representation of a financial institution under investigation by the Senate Finance Committee, administrative guidance and relief issued by the IRS and Treasury Department as a result of the financial crisis, and transactional advice involving a major restructuring of mortgages on a commercial real estate portfolio.

Developed and analyzed Federal tax legislation and policy issues (including preparation of associated statutory and legislative history documents), primarily at the direction of the House Ways and Means and Senate Finance Committees. Developed and analyzed provisions included in the Victims of Terrorism Tax Relief Act of 2001, the Job Creation and Worker Assistance Act of 2002, the Jobs and Growth Tax Relief Reconciliation Act of 2003, the American Jobs Creation Act of 2004, and various pending tax legislation. Prepared JCT staff reports concerning tax simplification (2001) and the investigation of the Enron Corporation (2003). Evaluated income tax treaties and protocols submitted for Senate ratification, including treaties with the United Kingdom and Japan, and protocols with Australia, Sri Lanka, and the Netherlands. Participated in JCT staff reviews of IRS refunds and closing agreements involving significant dollar amounts or policy issues.
