The titles varied throughout my career. Managed certification of third-party location-based services (LBS/GPS) applications on mobile devices; entailed collaborating with developers/vendors; VZW network, marketing, legal teams to ensure compliance with technical/legal requirements—applications included: Business (Security Asset Tracking, Package Tracking, Fleet Management), Consumer (GPS Personal Emergency Response Services, Vehicle Telemetry, Delphi Connected Car, Distracted Driving, NFL Mobile), Law Enforcement (Federal, Local, Ankle Bracelet Offender Tracking); others such as Ring Back Tones, National Voice Mail Messaging, Premium Voice Mail (a revenue-generating enhanced VM feature), and PTT (call set-up latency improvements).  Contributed to millions of dollars in revenue and a substantial reduction in churn by launching various LBS applications as well as leading VZ Navigator testing on new devices and/or application enhancement on existing devices. Introduced, tested, and certified an LBS/GPS application, which led to a $700M contract with a federal agency.  Spearheaded the launch of feature upgrades to Field Force Manager (FFM) and Family Locator (FL). Served as technical lead on the Enhanced Directory Assistance/Call Completion (EDA/CC) product. Worked with EDA vendors and internal marketing, legal, and technical team members to modify and launch the EDA/CC product to enable calls to 411 to be completed and the requested phone number to be sent to device via text at a cost of $1.50 per instance, adding millions of dollars in revenue. System requirements/design for VZW Global Phone; managed implementation testing in 24 countries, minimizing customer problems and aiding further revenue growth. Performed as technical lead for Visual Voice Mail (VVM), which enables voicemails to be sent to handsets via .wav files

Planned and budgeted measures to ensure the company’s network complied with the Communications Assistance to Law Enforcement Act (CALEA), which aimed to enhance the ability of law enforcement agencies to conduct LAWFULLY AUTHORIZED electronic surveillance. Coordinate with network engineers and vendors. Developed and submitted information on the GTEW network to relevant government agencies, including the FCC, as required. Actively cooperated with FCC, FBI, Service Providers, etc. No commercial data was involved. Led the GTEW effort with the GTE Competitive LEC to compete in the San Francisco market, using the GTEW switch. The initial OnStar product was a collaboration between OnStar/GTEW/EDS/Hughes. I was on the GTEW team that made it happen. Oversaw the design and modification of equipment, facilities, and services to provide built-in surveillance capabilities and allow law enforcement agencies to "wiretap" wireless telephone traffic. Addressed new CALEA mandates to cover broadband Internet and VoIP traffic. Introduction of the 1st Vehicle telemetry system in the USA.

Led planning and engineering for a nationwide long-distance network in Mexico. Hired team members. Conducted site surveys. Led design of an SDH network that utilized a fiber optic ring with long-distance switching centers in Mexico City, Guadalajara, and Monterrey with add/drop facilities in many cities on the ring.

Design team, implementation, support and upgrade of the GTE Capital Program Management System (CPMS) a mechanized system for budget development, planning, engineering, installation, supply, etc. CPMS achieved significant savings for GTE

Established a budget development and control process for the US$500 million capital budget, working with each vice-presidency. This included creating training materials in Spanish and English and conducting training. Delivered at least US$25M in savings by streamlining and adapting the GTE budget development and control process to the local environment.

Transmission systems engineering for the state of Indiana. Controlled the transmission systems engineering group’s $15M budget.

Design and Construction Management of the Communications and Control systems, including Telephone System, Building Automation System, Fire Alarm System, CCTV System, Briefing/Debriefing System, Clock System and Airfield Telecommunications Cable System with Route Diversity for the AFF (Airfield Facilities Project) project for the Royal Saudi Air Force. Project consisted of building Hardened Concrete Shelter Facilities for F-15 aircraft.
