Develop and implement programs that meet needs of high level Intelligence Community members. Coordinate methods to have these programs available to Intelligence Community analysts. Worked through the Sherman Kent School to bring these programs to fruition. Several are used multiple times per year.

 Developing Capabilities Roadmap methodology and prototype for DDNI S&T Designing a schema for Technology Futures Prediction to permit the DNI to develop technology state-of-the-art cross-cuts in the outyears. These, will be used to develop Future Scenarios to drive the development of collection systems.

 Examined technical and fiscal efficacy of multi hundred-million-dollar Intelligence Community programs. Provided detailed technical analysis on the ability of major Intelligence Community GEOINT/MASINT acquisition programs to meet their requirements. Led effort to assure a viable, timely Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) system for a new collection discipline for the Intelligence Community. . Worked directly with Intel Com to provide a robust, effective analysis capability for a state-of-the-art new type of collection system.

 Helped create and implement Laser Intelligence Plan, which resulted in significant new funding to detect/mitigate new threats. Created and implemented methodology to assess utility of the DIA R&D program against Intelligence Community’s Hard Targets. Worked with NGA to develop a compact collection and analysis capability for a new collection system. Created unique, new collection plan against a Rogue Nation.
