Ray leads the System Information and Analytics (SIA) Branch within the System Purchasing and Performance (SPP) Division of NSW Health. SPP provides front end “system management”, and acts as a critical interface with Local Health Districts, Specialty Health Networks, the Pillars and Shared Services to support and monitor overall system performance.SIA Branch supports the data, information, and analytical needs of the NSW Ministry of Health and the broader NSW public health system. It provides dependable and authoritative expert advice on NSW Health data, is the custodian of many critical data collections, and leads data governance system wide. The Branch enables the Ministry of Health to be an effective health service purchaser and system manager through high-quality data, analytics and performance reporting.SIA Branch is the sponsor and manager of critical analytics infrastructure, including the Health Information Exchange (HIE) and the Enterprise Data Warehouse (EDWARD), providing access across the system to Big Data. Raymond Messom was Director, Information Management & Quality within the Health System Information & Performance Reporting (HSI&PR) Branch of NSW Health. In this role he led the Data Quality, Data Integrity & Governance, Data Warehousing and EDWARD Business Implementation (EBI) Teams in providing highly effective management of state-wide data collections and data warehousing platforms. This includes liaising/collaborating with LHDs across the state, driving continuous improvements to data governance and data quality, managing the Health Information Exchange (HIE) and EDWARD (including enhancements and rolling out functionality to LHDs) and working in partnership with eHealth NSW, ACI, CEC , BHI, HETI, AIHW, IHPA, NHPA, ACSQHC, ABS and across the MoH/ Healthshare.The Information Management and Quality (IM&Q) team balances data analytics/science and highly consultative approaches. The team leverages a trans-disciplinary approach across Economics, Statistics, Computer Science, ICT, Business Information/Analytics/Administration, Commerce and Program Management. Raymond Messom was an Associate Director in PwC Australia's Advisory Services practice sitting within both the Economics & Policy and Health Teams. In this role he specialized in quantitative approach such as economic and financial modeling, economic impact studies, econometrics/statistics, cost-benefit analysis, data analytics (including database/IT driven solutions to data management) and business informatics (utilising Big Data). He also utilised qualitatively analysis techniques extensively though conducting interviews, facilitating focus groups and/or soliciting stakeholder buy-in.
