Served in the Interagency OPSEC Support Staff. Provided DICE security education briefings and managed the DICE Program. Also provided Operational Security (OPSEC) briefings for federal, military and government contracting personnel and organizations. Served as the DOE-wide Program Manager for the Counterintelligence Awareness Briefing Program. Managed the Defensive Information to Counter Espionage (DICE) Program; responsible for briefing and developing program goals. Conducted Management Assistance Visits in support of DOE administrative investigations/inquiries, the counterespionage and counterintelligence (Cl) programs and the CI policy and training programs. Served as a program and resource expert for CI analysts and assist in the operation of the DOE-wide computerized database. Represented DOE on high level interagency committees concerned with Cl analytical and awareness training and briefing issues. Prepared written and verbal analytical briefings by collecting, analyzing, researching, coordinating, evaluating, validating and disseminating raw or finished CI information. Represented DOE counterintelligence concerns in working groups with respect to training and threat awareness briefings, policy, investigations, incidents, threats and general foreign intelligence service trends. Conducted radio interviews as well as interviews with journalists on CI issues. Responsible for testifying before Congressional committees/subcommittees or in public court cases. Conducted briefings for all DOE partners that are involved with the Cooperative Research and Development Agreement (CRADA) program concerning economic and industrial espionage threats.

Served as an Intelligence Officer and performed the full range of counterintelligence investigative analysis and production tasks related to all areas of counterintelligence. Chief, Counterespionage Investigations for the Department of the Army Central Control Office (DA CCO). Responsible for all US Army Intelligence investigations, operations and projects worldwide (approximately 750 to 1000 counterintelligence cases per year). Supervised all DA CCO desk officers and administrative personnel. Monitored, controlled and coordinated all US Army counterespionage investigations through DA CCO desk officers and Sub-Control Offices (SCO) in USAREUR, EUSA, SOUTHCOM, WESTCOM, USARJ and CONUS. Exercised direct control over all investigations where foreign intelligence involvement is known or suspected. Briefed the Intelligence and Security Command (INSCOM) Staff as well as the Deputy Chief of Staff, Intelligence, Department of the Army on all significant counterespionage investigations. Designed the management system which controls and coordinates all CI investigations worldwide. Represented the US Army with FBI, CIA and all other national level agencies in the conduct of joint counterespionage investigations. Reviewed and processed all Counterintelligence Special Operational Concepts to ensure the propriety, and legality of investigative actions. Required to speak at various forums worldwide concerning the US Army Counterespionage Program as well as how the Central Control Office functions. Organized and structured the sub-control offices located in Panama, Korea and Japan. Reorganized the investigative categories used by the US Army since 1984 and brought them in line with the Department of Defense Directive 5240.6 for uniformity with the Navy and Air Force. Responsible for creating the Central Control Office Standard Operating Procedures as well as producing the most recent guidance in the Intelligence community concerning electrical message Agent Reports and final Reports of Investigations. Worked with the Department of the Army on the new publications of Army Regulation 381-12 and 381-20. Awarded the Legion of Merit.

Ft. Meade, Md

Responsible for planning, direction and monitoring of Counterespionage (CE) Investigations/Operations for a Military Intelligence Group composed of three battalions and two separate detachments with subordinate elements dispersed at 50 locations throughout CONUS, Alaska and Puerto Rico. Provided investigative and counterintelligence advice to the Group commander and staff. Responsible for liaison and coordination of activities with HQ INSCOM and other counterintelligence units on CE matters. Designed the system to manage the efficient utilization of a network of special agent personnel in order to best meet the threat of hostile intelligence directed at the US Army. Opened, directed and closed all counterespionage investigations in the 902d MI Group. Served as the expert on methods of operation by hostile intelligence sources working within the US and was thoroughly familiar with special investigative techniques used to counter that threat (polygraph, technical security countermeasures, surveillance, etc.). Made decisions daily concerning the propriety and legality of investigative actions of field investigators and insured that all actions were in compliance with the UCMJ, the US Constitution and all judicial decisions related thereto. Supervised the Liaison program with local, state and federal law enforcement and intelligence agencies located throughout the United States. Developed job performance standards for subordinates. Functioned as the West Coast Desk Officer as well as Acting Chief of the section. During this period of time the 902d MI Group had just assumed the mission for counterespionage investigations in CONUS, Alaska and Puerto Rico. Personally directed all actions on all counterespionage investigations due to the inexperience of the majority of the field investigators. Semko was required to speak at various official and unofficial functions representing the 902d MI Group. Awarded the Army Commendation Medal, Third Oak Leaf Cluster.

Vicenza, Italy

Conducted all counterespionage investigations in the 584th area of responsibility. Processed all SAEDA reports and presented all SAEDA threat briefings throughout Greece, Italy and Turkey. His SAEDA presentation was widely acclaimed due to his unique method of presenting his program. Conducted and coordinated liaison between staff sections, major subordinate commands and US-NATO Headquarters throughout the Southern European Task Force area of operation. Conducted security inspections and personnel security investigations for DIS. Awarded Meritorious Service Medal, First Oak Leaf Cluster.

Vicenza, Italy

Provided counterintelligence support to command. Served as SETAF Security Manager. Managed the command-wide Information Security Program across Greece, Italy and Turkey. Upon arrival to this assignment, an AR 15-6 investigation was in progress concerning the disappearance of 1500 Secret documents and 3 Top Secret documents. Semko completely reorganized the document control system for the command to insure another incident like this would not occur. He scraped the Centralized Document Control System in use and created a decentralized system that put the onus of document security on the individual rather than the system. Instead of each staff element temporarily receipting for classified documents from the repository, he created separate document accounts for each staff element (approx 26 separate elements). Trained each element on all aspects of proper document control and accountability. Revised Southern European Task Force (SETAF) Supplement to AR 380-5, and created a security SOP plus two detailed training manuals for document custodian, S-2 and security manager. This system was eventually implemented throughout Greece, Italy and Turkey. Involved in the collection, production and dissemination of tactical intelligence for the (SETAF) staff Prepared and presented SAEDA, OPSEC and Threat briefings throughout the command. Established a comprehensive inspection checklist and inspected all document account holders annually throughout SETAF. Responsible for conducting and coordinating liaison between staff sections, major subordinate units and major US-NATO headquarters. Additional duties consisted of supervising and managing the commands SATRAN, FORDAD, WIMEA and AR 380-13 programs; assigned, supervised and evaluated subordinate personnel. Awarded the Army Commendation Medal, Second Oak Leaf Cluster.

Milan, Italy

Solely responsible for selecting, training, supervising the first organized American football team comprised of all Italians. This required knowing and teaching the fundamentals of every position. Procured the necessary equipment, created legitimate football fields out of city parks and improvised training aides to assist during practice sessions. Controlled every play from the sidelines. His record during league play for three seasons was 47-1 and his team won the first three Italian Super Bowls. Selected as the Italian National Team coach each season from 1981-1984. This team was put together to represent Italy in all European contests/championships and against other US military teams. Responsible for selecting, training and organizing this team. Coached the national team in its first win over a US Army football team as well as winning the 1st European Championship in 1983 that was played between Germany, Finland, Austria, France and Italy. Presented coaches training classes to other teams throughout Italy.

Throughout Europe

Officiated the sports of basketball, boxing, baseball, football, softball and volleyball at the USAREUR and amateur level. Was selected yearly to officiate the European championship tournaments in basketball and softball. Officiated games on the international level in basketball, football and volleyball; served as assignment secretary for all of these sports. Organized and directed several military boxing smokers. Trained all new officials; created VAOA constitution. Presented week-long officials clinics prior to the start of each sport; created and instituted evaluation system. Hired by the fledgling Italian Football League to teach Italians how to officiate American football.

Grand Forks, Nd And Moorhead, Mn

Department of Defense Special Investigator assigned to a joint military/civilian DoD agency, conducted personnel security background investigations and other sensitive missions as directed by Secretary of Defense. Established a satellite office in the Fargo-Moorhead area. During this entire period Semko performed, in miniature, all of the functions of a separate intelligence command. His nearest supervisor was 100 miles away and personal contact was limited to once a quarter. His case load, lead count and turn-around time were continuously the highest and best within District 34. He was awarded the Meritorious Service Medal.

Albuquerque, Nm

After graduating from the US Army Military Intelligence School at Fort Huachuca, AZ, conducted counterintelligence investigations and personnel security investigations relative to DOD military/civilian personnel security programs. Prepared agents reports and reports of investigation. Performed counterintelligence surveys and inspections. Maintained close relationships with federal, state and local law enforcement agencies and provided SAEDA lectures. Awarded the Army Commendation medal, First Oak Leaf Cluster.

Fort Bliss, Tx

After attending Drill Sergeants Academy at the age of 20, assumed command of a 55 man platoon. Instructed Basic Combat Training. Later assumed duties of the Senior Drill Sergeant with Air Defense AIT, which included supervising other Drill Sergeants as well as training troops. Selected to become a member of the Leadership Preparatory Course where he was an instructor and the TAC NCO.

Camp Evans, Republic Of Vietnam

Served in Company B, 326 Combat Engineer Battalion, 101st Airborne Division. While assigned to this unit Semko served as a demolition specialist and assistant squad leader. Within ten months, he was promoted from E-3 to E-5 and became the Senior Demolition Specialist. Responsible for destroying underground tunnels and weapons cache, and for clearing jungle foliage for landing zones so that helicopters could evacuate wounded soldiers. Trained and proficient in electrical as well as non-electrical blasting, utilizing dynamite, plastic explosives and cratering changes. Additional duties consisted of mine sweeping roads, establishing secure perimeters around base camps, supervising and managing the squad and platoon on several varied operations. Awarded the Bronze Star Medal, The Army Commendation Medal, The Purple Heart and several RVN decorations.
