Ray advises clients on international customs and trade matters. He specializes in identifying and implementing sophisticated mechanisms such as the use of Foreign Trade Zones and establishing Duty Drawback programs to claim refunds of previously paid duties and taxes. He works with Ryan colleagues to identify and implement tax effective international entity structures, establish related party transfer price policies that incorporate customs valuation compliance and obtain environmental, excise and sales tax refunds related to international trade activities.

Dallas/Fort Worth Area

Ray advised clients regarding U.S. Foreign-Trade Zone matters including the establishment of FTZ general purpose, usage driven and subzone sites throughout the U.S. and Puerto Rico. He also assists clients "activate" and implement FTZ projects. He also advises on Free Trade Zones and similar mechanisms available throughout the world.

Ray advised clients on all aspects of global customs special trade mechanisms including Free Trade Zones, Duty Drawback, HTS Chapter 98 Special Programs and Customs Valuation.

Responsible for multi country offshore assembly and test customs reporting programs including use of Free Trade Zones, in bond manufacturing, Inward/Outward Processing and U.S. Distribution Export License. Established U.S. duty drawback program, foreign trade zone site and computed value cost submission programs.

Managed all aspects of onsite and offshore inventory control for the Microelectronics Division. In addition managed 806.30/807 offshore assembly customs program.

Started as entry writer and worked way through various supervisorary positions at the U.S.- Canadian Buffalo/Niagara Falls border crossings.

Served aboard the USCGC Point Grey as part of CG Squadron One in the Republic of Vietnam from October 1967 through September 1968. Decorated combat veteran.
