This system, based on the APM body of knowledge, will be the model, which will be applied to the rest of Defence Estates once fully developed. The objectives are to better focus the business and identify costs and future resource needs thereby developing efficiencies and reducing overheads. This together with the new estate strategy will allow the MoD estate (1% of UK landmass) to be managed as a single entity for the first time.

Principal Civil Engineer – Head Of Projects And PfiDefence Estates Ministry Of Defence Jun 1999 - Feb 2002Sutton Coldfield Project Manager for the implementation of the first “one stop shop” Prime Contract to provide works procurement and facilities management including supply chain management in line with the DE’s “Building Down Barriers Initiative" for the Defence Aviation Repair Agency (current annual spend £15M). Managed the team which appoints project managers to deliver works projects on the MoD estate on a worldwide basis (current annual spend £300M). Recent appointments include the setting up of partnering arrangements for the provision of both project managers and works advice with an estimated annual fee value of £650 000. Provided all works advice to MoD PFI teams including specification, H & S, property management, new build, statement of requirement, tender assessment, contract monitoring, etc. Schemes include New Army Foundation College, Navy HQ at Northwood and re-provision of forces sixth form college. Drafted the National Maintenance Policy Statement which was considered by all branches of the armed forces before being put forward for Ministerial Approval and signature.

Principal Civil EngineerDefence Estates Ministry Of Defence Jun 1995 - Jun 1999Sutton Coldfield Project managed the commercialisation of the Works Services Manager function in Gibraltar (annual spend £20M) including preparation of all tender documentation and advising on technical matters in the tender appraisals. Facilities covered by these arrangements included: the airport, the naval base, offices, married quarters, swimming pools, officers messes, fuel storage, power station, water treatment plant, laundry, grounds maintenance, sports facilities, hospital, etc. Managed the team responsible for the appointment of Establishment Works Consultants to advise MoD Property Managers, Works Services managers and Project Managers on a worldwide basis. These contracts provided all local works advice, procured all minor works (i.e. >£240k) in all disciplines and covered an annual spend of £1Bn. Three successful partnering trials were included in this programme. Lectured MoD property managers and others on property management (procurement and commercial aspects) at the Royal Engineers Training Establishment at Chatham as part of the Property Management Training Course and gave presentations to industry on the MoD property management system. Responsible for the writing of the DE Functional Standard on dredging which is applied across the MoD's estate. Provided MoD input to the document "Inspection of Underwater Structures" which is about to be published by the Institution of Structural Engineers.

This team is also the source of building and civil engineering support and advice to the MoD's property Managers. Assisting in the commercialisation of the maintenance function on MoD sites as a result of the privatisation of PSA.. Preparing policy on various specialist matters within the relevant technical authority area particularly in respect of dredging, port structures, river management and sea defences.

Assistant Port EngineerManchester Ship Canal Company Jun 1986 - Jun 1991RuncornResponsible to the Port Engineer for the management of canal and associated facilities maintenance, dredging and project engineering. The work involved planning, contract negotiation, budget preparation and on site supervision. Managed the engineering and construction support services at the port including all workshops and dredging fleet. Led the team that carried out the replacement of the lock gate pintles in the 80ft. Lock at Eastham. This work was carried out by DLO with assistance from contractors for specialist skills and involved the use of the company’s 250 tonne floating crane, diving team, machine shop, blacksmiths, boilersmiths and civils gang. The work required a closure of the main entrance lock (cost to company £43k per day of closure in lost revenues) and was completed ahead of schedule. Negotiated a ten-year (£15M) maintenance contract for the dredging of the Manchester Ship Canal. The contract was based on the removal of 1M cubic metres of material per year. This also required delicate negotiations with trade unions. Collaborated with the Port Engineer on the merging of the Civil Engineering Department and the Mechanical and Electrical Engineering Department. Each department contained some 400 employees at the time. Supervised the repairs to Knutsford Road Swing Bridge in Warrington. This work involved the repositioning of the rack and pinion drive system and the reinforcement of foundations. Assisted in the preparation of the Port Emergency Plan which is a requirement of the Hazardous Substances in Harbour Areas Regulations. This plan was presented to the emergency services and H.S.E. prior to publication. Produced the Port Counter Pollution Plan which is now incorporated into the Port Emergency Plan Focal point for "Operation Neptune", the NRA's flood warning scheme.

Senior Assistant EngineerManchester Ship Canal Company Jun 1983 - Jun 1986Runcorn Managed the company’s dredging fleet which consisted of: two dumb bucket dredgers, two self propelled grab-dredgers, eight tugs, ten barges, one lifting barge of 17 tonnes capacity, one lifting barge of 1.5 tonnes capacity, one diving team with diving craft, two survey launches, one floating pumping station and one shore pumping station. This plant was operated with the aid of three works superintendents and one hundred and fifty two men. . Initiated the use of dredged sand from the Bromborough Bar as a fill material. The use of this sand has resulted in the benefit to the company that it did not pay for dredging at the bar for some six years. Managed the civils gangs, which carried out repairs to the canal banks and associated structures.

Work involved close liaison with police and local authorities as the bridge carries the A50 over the Ship Canal and is the main diversion route for traffic when the Thelwall Viaduct is closed on the M6. Supervised the refurbishment of Oil Sites Road which runs through the centre of the Stanlow oil/chemical complex in Cheshire. Traffic management was crucial as tailbacks would affect the motorway system. Work also included the replacement of a 55m long level crossing carried out on a possession lasting sixty hours. This was to fit in with Associated Octel`s requirement as they were using a continuous process which needed materials delivered by rail every seventy two hours

Works involved the demolition of an existing transit shed and the design had to allow for the incorporation of two existing transit sheds into the completed structure. Contracted out the removal of the world’s first aluminium bascule bridge, which had suffered from corrosion due to the use of steel rivets in its construction.
