About Raya Esteban
As a former elementary and primary school teacher and a lifetime education advocate, I am deeply passionate about early childhood development; school, family, and community partnerships; and fair & equitable teacher workforce rights, pay, and access to professional development. I am currently working with the Institute for Teacher Education at the University of Hawaiʻi at Mānoa on the Hawaiʻi Early Childhood Educator Excellence and Equity (HI ECE3) Project. HI ECE3 aims to develop and expand upon innovative solutions to increase compensation and create easier access to professional advancement opportunities for Hawaiʻi's early childhood educators across all settings, serving children from Birth-8.To understand the current landscape of ECE professionals in Hawaiʻi, the HI ECE3 Project commissioned RAND Corp. to conduct a study of low compensation, recruitment issues, high turnover rates, and other barriers to career advancement in Hawaiʻi's ECE workforce.Along with the study’s findings, the final report by RAND identified policy and financing options and a high-level roadmap on how to advance these options in Hawaiʻi. The multi-tiered roadmap includes short-term and long-term goals which will stabilize, sustain, and strengthen the ECE workforce and its policies.
