Human Resources Manager
Overseas the maintenance, accuracy and confidentiality of personnel records and processes for the library; manages timesheets, Workers’ Compensation, and personnel actions for 100+ employees. Maintains the work structure by updating job requirements and job descriptions for all positions. Coordinates with leadership on recruitment strategies, development plans, performance management, and employee engagement to improve retention rates. Maintains organization staff with a vacancy rate under 10% through coordinates with leadership on recruitment strategies, development plans, performance management, and employee engagement to improve retention rates. Counsels managers on candidate selection, conducts and analyzes exit interviews, and recommends changes. Ensures the planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees, scheduling management conferences with employees, hearing and resolving employee grievances, counseling employees and supervisors. Works with Director/Deputy to prepare, update, and recommend human resource policies and procedures; advises managers of new personnel-related developments or changes to policies and provides training to supervisors as needed. Supervises and directs the work of the Administrative Support Specialist for personnel. Develops personnel-related communication to county management and others as advised by the Director. Works closely with County HR staff/Assistance County attorney as needed to ensure appropriate procedures are applied in personnel matters.
