• Leading a team consist of Buyers, Engineers & Technicians with coaching and supervision with appraisals, development and training requirement.• Responsible for Project Execution and interface with all vendors & clients.• Put in place a strategy oh now to establish a network of new suppliers worldwide and determining the strategies & procedure in the evaluation process and approving the AVL.• Planning, organizing and controlling the procurement functions & operations. • Sourcing and confirm purchase orders with local & overseas vendors.• Manage supplier relationship and conduct market research• Review Monthly Purchase report & prepare Procurement Executive Report• Provide solution to production process and material process.• Managing of Approve Vendors List.• Key personal for all major negotiations with vendors / contractors and sub-contractors.• Manage all terms and conditions related to company procurement & contracts.• Maximize profits with cost driven in all materials ( direct & in-direct) • Setting up system in evaluating and qualifying a potential supplier and identifying the needs to qualify a new supplier for each commodity.• Establishing Purchase Contract Agreement with suppliers, in order to achieve right pricing, right capacity and technical support in local and overseas sites.• Responsible for Department KPI for monitoring all suppliers’ performance in terms of quality, on time delivery, costing and technical support.• Ensuring minimum aging inventory and eliminating obsolete materials from occurring.• Maintaining healthy cash flow by having high inventory turn and payment terms with suppliers.• Perform yearly audits validation for all vendors performance reports or on site (if required)

Total – Bidding • Process Purchase Order for daily operation purchase request from shipyard or vessels directly.• Sourcing & Purchasing of equipments and bulk materials for assigned projects as stated above.• Planning for purchases & delivery with site requirement date, handles 40 packages for each vessel.• Develop vendor lists for assigned RFQ packages and prepare RFQ specific commercial & technical documents for supplier bidding. • Review, evaluate, and approve specifications for issuing and awarding bids as part of the bidding process to select the best value supplier to help to streamline the plan-to-pay process. • Track and analyse market conditions and price trends for equipment and materials, optimise the vendors base and evaluate potential vendors. • Ensure that the equipments and materials are purchased according to project requirements and within budget. • Maintain and monitor delivery and payment schedules, milestones and invoices according to contractual agreements. • Prepare CBE (Commercial Bid Evaluation) proposal and proceeding with Purchase Order.• Expedite supplier progress reports and visit supplier’s manufacturing facility whenever needed. • Liaise with logistic forwarders and agents to ensure timely delivery of materials and equipment. • Execute the procurement process from requisitions through to approved Purchase Order or Sales agreements.• Conduct major negotiation with vendors on awarding Contracts term & conditions complying with company or with Addendums. • Purchases of Operation Spares, Consumables, Commissioning Spare parts & day to day operations spare parts.
