Dr. Ellis is the Managing Director of Raymond Ellis Consulting which specializes in providing financial planning, and procurement support services to public and private sector clients in the transportation sector — including alternative project delivery planning and implementation (for P3, DB, DBOM, DBFOM. and BOT projects), procurement and negotiation support, Federal liaison and compliance support, financial planning and feasibility studies, and economic and feasibility studies.
