• Mitretek Systems was a spin-off from The MITRE Corporation. Mitretek Systems was renamed Noblis.• Contributor in the development of a Policy Framework for a Department of Energy (DOE) project called RightPath through conceptualizing sections in the Bring Your Own Device (BYOD) ‘toolkit’ document, giving presentations on policy database prototype tool, and delivering monthly progress reports to DOE’s Chief Technology Officer (CTO)• Served as a Subject Matter Expert (SME)/Technical Evaluation Team Member for the National Institutes of Health to manage technical documentation using the AcquTrak tool (developed at Mitretek Systems and is a documentation tool for recording all acquisition decisions up to contract award), wrote consensus reports and the final technical consensus reports• Performed analysis, cost evaluation, and scaling of all IT infrastructures located in a new campus of the Department of Homeland Security in SE Washington, DC to create a realistic Independent Government Cost Estimate (IGCE)• Coordinated (ETEL) switchovers (to Networx), and assured action item tracking and close-out for GSA/IRS• Facilitated an IT services acquisition for the Transportation Security Administration (TSA) via applying knowledge of the AcquTrak System and the FAR to improve analyses, instructing TSA users analyzing bids• Acted as a Networx Price Team Member (SME) for the General Services Administration to solve technical, logical, grammatical, and formatting errors present in the Request for Proposals J9 Tables through a variety of professional actions• Performed testing of a web application for NOAA National Marine Fisheries Service’s Office of Law Enforcement• Supervised team to coordinate generation of IT security plans for all civilian satellite ground systems of the National Environmental Satellite, Data, and Information Service (NESDIS) and routinely briefed NESDIS management; wrote security sections of OMB Exhibit 300s for these NESDIS satellite programs

• Authored Section 1.1, entitled Site Requirements, and Section 3, entitled Move Sequence Methodology of the NESDIS Washington Operations Site Migration Plan which was a plan to move 24x7 ops out of FB-4 into a new NESDIS building• Documented NESDIS’ current and future space needs for the SOCC via focusing on the removal from the 24/7 SOCC to an abated area. After redirection the task above resulted into moving all 24x7 ops into a new building.• Co-authored the Mission Requirements for SOCC Facilities report for NESDIS, identified space requirements for future needs, and developed a database for the present SOCC space utilization• Initiated and designed emergency response procedures for the Satellite Operations Control Center, Wallops Command and data Acquisition Station, and Fairbanks Command and Data Acquisition Station• Co-authored to the development of the NESDIS Operational Systems Augmentation Study in 1996 focusing on Intranet needs for satellite operations; collaborated with the client, software developers, and another contractor to determine necessary hardware and software; and designed user-training manuals for the SATOPS Intranet implementation• Supervised the development, testing, and evaluation of the NESDIS Satellite Operations Management Subsystem, improved testing rigor, and tracked deficiencies and closure processes• Involved in the development, system evaluation, and testing of the Radar Product generation hardware and software for the National Weather Service project; contributed to the entire scope of actions related to the risk assessment management on the NEXRAD program; and government representative at tests for reliability, full load, functional, maintainability, safety, and human engineering testing of the NEXRAD program operational evaluation

• Co-authored the Navy’s CGN New Threat Upgrade WDS MK 14 Computer Program Performance (both phases) for Vitro Labs, and delivered corporation representation as a System Integration Agent at the Software Configuration Control Board for Fire Control System MK 92 on FFG 7 Class ships
