The Billy Mitchell Chapter (BMC) in San Antonio, Texas, is a member of the Mountain-Western Region of the Association of Old Crows International (AOC) and the AOC Educational Foundations, Inc. (AEF). Located in the nation's highest concentration of Information Operators, the chapter has an active membership of 300 military and civilian personnel with numerous corporate alliances.The AOC provides a means of connecting members and organizations locally, nationally, and internationally across government, defense, industry, and academia to promote the exchange of ideas and information, and provides a platform to recognize advances and contributions in these fields.

The Army's Senior Enlisted Spectrum Manager. Bridged concerns from the operational Army and engaged the institutional Army through the "How the Army Runs" framework in support of DOTMLPF-p solutions.
