About Rayner Kay Jin Tan

Dr Rayner Kay Jin TAN (he/him) is an Assistant Professor at the Saw Swee Hock School of Public Health, National University of Singapore and National University Health System, where received his PhD. He concurrently holds a position as visiting research fellow at the National Centre for Infectious Diseases in Singapore. Rayner leads a team of passionate and dynamic researchers at The Courage Lab, which focuses on spurring health equity through research among vulnerable communities: https://blog.nus.edu.sg/thecouragelab/Rayner was a recipient of the Fulbright Visiting Research Scholarship for the academic year 2022/2023 and is receiving training in implementation sciences as a fellow of the HIV, Infectious Diseases, and Global Health Implementation Research Institute (HIGH-IRI) of the Washington University in St. Louis. He is also a recipient of the Gilead HIV Scholarship and was previously an Asia Pacific AIDS and Co-Infections Conference (APACC) Fellow, and a Social Innovation in Health Initiative Fellow.He is currently deputy editor of a leading HIV scientific journal, the Journal of the International AIDS Society, an Academic Editor at PLOS Global Public Health, and a perspectives editor at the BMJ journal, Sexually Transmitted Infections (STI). He also actively contributes to the organizing and scientific committees of international meetings and conferences, including being an organising committee member at the International AIDS Society (IAS) Conference 2023, organising and scientific committee member for APACC 2023 and 2024, and early career researcher committee co-chair at the International Union Against Sexually Transmitted Infections World Congress 2024. He is on the scientific committee of the International Congress of Behavioral Medicine 2025.He leads several community-based organizations in the region. He currently is the president of Project X Society, and Director at The Greenhouse Community Services Limited. He also currently serves as the Vice President for the Society of Behavioural Health, Singapore and a co-lead at SG Mental Health Matters. He also serves as a research advisor to Rainbow+ and HeHealth.

    The ACE Consumer Panel plays an important role in providing strategic advice to ACE and its MOH advisory committees on opportunities to strengthen engagement efforts which meet the needs of patients, carers, and the public and ensure their views are effectively used to inform ACE’s work. The Panel comprises individuals from local patient organisations who represent a broad range of health conditions and have extensive lived experiences engaging with the Singapore healthcare system. Current Panel members have been appointed for a 2-year term from 1 Apr 2024 to 31 Mar 2026. The Panel’s terms of reference:1. Foster effective collaboration between ACE and local patient organisations;2. Provide patient and/or societal perspectives to inform ACE’s initiatives to improve health literacy and encourage the appropriate use of health technologies;3. Provide guidance on best practices that ACE can use to collect information on patients’ views and experiences;4. Champion ACE’s work and encourage meaningful patient involvement in HTAs;5. Support ACE to promote greater public understanding of HTA processes and continuously improve how patients and carers are involved in ACE’s work;6. Review the format, content, and proposed communication strategies of ACE’s educational resources so that they meet the needs of patients, carers, and the public; and7. Provide guidance on opportunities to strengthen engagement with patients and the public across ACE’s different workstreams.

    The USAID and PEPFAR funded Meeting Targets and Maintaining Epidemic Control (EpiC) Project, managed by FHI 360, aims to close remaining gaps in the continuum of HIV services towards achieving the UNAIDS 95-95-95 goals. EpiC Thailand has been a pivotal force in advancing HIV prevention, care, and treatment initiatives among Key Populations, with a primary focus on Men who have Sex with Men (MSM) and Transgender Women (TGW) in Thailand. As a Chemsex Consultant, I will work with EpiC Thailand to (1) conduct a brief desk review, (2) develop a Chemsex harm reduction framework, (3) develop a Chemsex harm reduction toolkit, (4) conduct capacity building workshops, and (5) develop a monitoring and evaluation framework for this framework.
