This solution integrated data from disparate platforms for asset management, customer service, monitoring, and enterprise GIS to display wet weather overflows and key performance indicators in an interactive map. Indiana Department of Natural Resources: Flood Data Management SystemIn 2008, Ray developed the methodology for performing on demand flood determinations from digital flood maps that has been adopted throughout Indiana by the DNR. This was developed into a public facing web application in 2009. He currently serves the client as the lead on enhancing and expanding the web application suite.Substantial Damage Estimation InspectionsLed a team of approximately ten GIS professionals from three companies to guide field teams and perform reconnaissance for Substantial Damage Estimate inspections in Louisiana (2016), Houston area (2017/2018), Puerto Rico (2018), and USVI (2018). MS4 Program InitiativesServing as an adviser and solution architect working with the Land and Design group to implement solutions to digitally transform processes at Virginia DOT. This includes guidance in applying ArcGIS Enterprise and ArcGIS Online for various uses, workplan development, system design, and technical management. Projects have included a nutrient credit tracking system, digital transformation of the Regulated Land Development Activities permitting process, and stream cleanup reporting.

Fuller, Mossbarger, Scott and May Engineers (FMSM) was acquired by Stantec Consulting Services (Stantec) in December 2007. My employment transitioned straight over to Stantec.My team primarily developed tools for advanced geoprocessing analysis, web-based mapping, integration of multiple systems, ESRI ArcGIS desktop customizations, and stand-alone software applications. These are a few projects from this time.Kentucky Watershed Modeling Information Portal (KWMIP), Web Portal Pilot Project, Kentucky2006 to 2008Led a team that developed components of an innovative web portal as part of a pilot project. A first of its kind, the portal provided environmental data for technical analysis in a single interface, no matter what agency held the data. This was a great experience working with other teams across the country, including the Kentucky Division of Geographic Information, ESRI, and the Open Geospatial Consortium (OGC)Enterprise Utility Asset Management System (geoAsset), City of Newark, Ohio2007Played an important role in the creation of an enterprise utility management system that linked existing asset management and billing software with mapping server technology. Enabled the City of Newark, OH to more efficiently manage water, sanitary sewer and storm sewer assets.Hazard Information Web Portal, Louisville, Kentucky 2004 to 2006Researched best practices in communicating flood risk information for communities throughout the U.S. Created a model to improve access to flood maps, profiles and potential property damage. The project won national recognition for engineering excellence.
