He directed IT at Policía Bancaria e Industrial in Secretaria de Seguridad Pública in the local Government in Mexico City. His main responsibility was to introduce new technologies to the administrative process, reducing technology obsolescence in this government agency. He spearheaded the implementation of the Quality management System and Got the ISO 9001:2008 certification for a Corporation of 16,000 employees, on the first attempt.

He was in charge of IT at the Secretaría de Seguridad Pública in the same local Government, bringing initiatives in the implementation of new technologies to automate operations and building the computer, communications and applications infrastructure that allow authorities to share information among the different government agencies to collaborate in the fight against crime.

External Consultant at Banca Quadrum For three years he was accountable for the governance of the outsourcing service. He made the request of proposal, selection of vendor, contract negotiation, SLA definition and supervision, and was in charge of the relationship with the outsourcer. Also with third parties he coordinated systems development of Investments, checks, deposits, account balances, and debit cards. He spearheaded the implementation of new IT projects for the clearing house processes, branch operations and ATM’s. He achieve the design, implementation and operation of an Internet Bank, implemented and renegotiated multi million dollars outsourcing contracts with cost reductions of 40% in a Windows Environment.

Rafael created the “Continuous Improvement Program” achieving very important productivity improvements. He was responsible for the implementation and operation of the HELP DESK with volumes of 7,000 inbound support calls and 10,000 outbound calls per month, coming from 120 HP-UX computer centers and 25,000 laptops and PCs. He reduced solution response times as much as 90% In 1998, he participated in the first Help Desk Benchmark in México, comparing its services with companies of similar size and complexity in USA and UK, achieving the third place in employee moral, Customer satisfaction and low cost. He was the Project Director for the Trade Automation Prototype (NATAP) that allowed the border Customs to share electronic Information thru Internet and expedite customs clearance among USA, Canada and México. Rafael achieved the formation of working groups in government agencies getting results with the standards of the private Industry.

Rafael was liable for HW, SW and services sales support having under his responsibility the generation of demand of Mainframe, AS/400 and RS/6000 and PC products and services. He directed the work of 180 system engineers. Personally he conducted: Critical Projects at HSBC (Bital): reduction of down and response times of about 90% in branches for cheques applications with Hogan Systems (Mainframe). Capacity planning for Consolidation of computer centers at SERFIN(Mainframe) : Benchmark at BANAMEX. Selling the best cost benefit solution and achieving response time reductions of about 95% in non planned queries for credits(Mainframe). Justification of the acquisition of the first two Mainframe IBM ES/9000 in México for PROBURSA and GNP. He achieved the positioning in the newest technology among his customers. Helped account managers to achieve sales quotas of 120 M USD annually

For 11 years Rafael participated at GRUPO ICA, he had the titles of Systems Manager, Technical Support Manager, Systems Programmer and Programmer Analyst . Managing an IBM Mainframe environment, his main duties were the planning and installation of data processing infrastructure to give IT services to more than 100 partner companies. Services offered included: Disaster recovery planning, outsourcing, computer time rent, payroll processing, operations, technical support and development of corporate applications for more than 120,000 employees. Rafael Achieved the service and business objectives growing inside the organization starting as computer programmer and getting to become stockholder of one of the biggest construction group in Latin America.
