Mr. Best is the President of RDB Consulting, LLC. He has more than 30 years experience in the energy industry, including over 27 years in the PRA, Maintenance Rule and energy risk management fields, and is currently assisting clients in a number of PRA-related activities, including risk assessments to support License Amendment Requests and PRA model updates and staff augmentation. He has also recently served as Principle PRA Engineer at the Prairie Island Nuclear Generating Plant in Minnesota. At Prairie Island, Mr. Best performed numerous projects in support of Engineering, Operations, Licensing and other Prairie Island site groups. He was involved in the development of the plant PRA models from the ground up, and was the primary engineer for the site Configuration Risk Management program (including tools and procedures) and the Internal Fires PRA. In addition, as Prairie Island Maintenance Rule Coordinator, he completely redesigned the program, and significantly improved the MR program health. Mr. Best has also worked as Fleet Programs Engineering Supervisor (Xcel Energy), PRA Fleet Lead Engineer (Nuclear Management Company), System Engineer/PRA Analyst (Iowa Electric Light & Power) and Shift Technical Advisor (Comanche Peak). He also possesses an MBA with an emphasis in decision support systems, and has experience as an energy commodities Risk Management Analyst with Xcel Energy in their Energy Marketing group.
