Support project development, execution, planning, scheduling, oversight, data development, and reporting for our Geospatial Transportation survey projects. Coach and mentor team members. Responsible for reduction of field data, land record research, preparation of boundary surveys, topographic maps, route surveys to state and federal standards, and roadway Right-Of-Way plans, and create wetland jurisdictional determinization plans for US Army Corps of Engineers (USACE). Interface with clients in partnership with cross-functional teams to develop detailed deliverables, establish and improve client relationships and growth, and secure repeat opportunities within a client base.Responsibilities:•Actively participate in Kick-Off/Scope meetings with clients to construct needs analysis and project definitions•Create a detailed project scope, schedule and budgets to complete technical aspects of a project•Assist project management team during negotiations with definition of project schedule, fee, and scope•Define and clarify performance expectations of phase and/or task deliverables•Drive, mentor and delegate tasks to technical team members•Collect and review deliverables from technical team members and ensure quality standards are met in accordance with the agreed scope, schedule and budget•Collaborate with senior management to resolve schedule and budget problems as they arise and implement corrective action plans when deviations from budgets and/or schedules are evident•Participate, as needed, in client management and provide on-going communication throughout appropriate phases•Accountable for the successful delivery of assigned project phases•Collaborate with Project Management on business growth opportunities. Direct survey operations in Hampton Roads District for wide range of transportation projects from scoping through post-construction. Oversee survey personnel and consultants to ensure all surveys comply with VDOT and DPOR APELSCIDLA rules and regulations. Coordinate and direct work of survey crews performing location, construction, right of way, utility and condemnation surveys. Knowledge of engineering and construction survey criteria, methods, standards and specifications as they relate to engineering survey and roadway design. Knowledge of supervisory principals/practices to include hiring, performance management, employee development and discipline. Ability to read and interpret roadway plans, survey plats, courthouse data collection; analyze and compile data into technical reports and presentations. Skill in the use of electronic data collection and surveying equipment; computers and software applications to include survey, CADD, and digital terrain modeling software as well as other non-CADD applications. Ability to establish and track scope, schedule and budget for survey program. Ensure sketches, maps, reports, and legal descriptions of surveys are prepared and maintained. Oversee search of legal records, survey records and land titles to obtain information about property boundaries in areas to be surveyed. Verify the accuracy of survey data including measurements and calculations. Sign and seal designated survey documents for projects within area of professional responsibility. Serve as an expert witness in court cases related to survey matters. Analyze survey problems and recommend solutions. Coordinate and monitor the direct work of consultant surveyors. Negotiate proposal scope and hours for direct work of consultant surveyors. Supervise and manage engineering survey functions in the transportation industry. Experience managing multiple offices and field crew staff. Customer service oriented with multiple disciplines to scope and deliver survey services.

Manage, design and support pre-construction project activities in a manner that provides the highest standards of quality and safety for the traveling public. This position directs the work of a survey party conducting location, construction, right of way, aerial, GPS, hydrographic, utility and condemnation surveys. Knowledge of standard surveying methods and procedures. Knowledge of highway standards, procedures, rules and regulations. Working knowledge in operating a wide range of geodetic survey instrumentation, including first-order levels, satellite surveying systems (GPS), electronic data collectors, microcomputers and programmable calculators. General knowledge of the theories, methods, practices, principles and instrumentation of land surveying and computations pertaining to geodetic surveying. Skill in the use of surveying equipment, computers and CADD. Ability to perform mathematical and algebraic calculations. Ability to read, interpret and comprehend highway plans, contour maps and survey data. Ability to supervise and direct the work of others. Ability to evaluate and incorporate geodetic survey data into an interactive control database. Ability to apply algebra, trigonometry, geometry, least squares adjustment results and engineering statistics to survey data and visually verify data to avoid errors in computations. Ability to interpret technical data and prepare detailed reports. Ability to establish and maintain effective working relationships with others.

Manage and direct the daily operations of survey work assigned to include location surveys, right of way and construction stakeouts, hydrographic information, bridge situations, and all other highway related survey functions for projects within the Hampton Roads District. Coordinate and prioritize activities for on schedule completion of multiple projects simultaneously. Responsible for all Quality Assurance & Quality Control (QAQC) reviews on survey data gathered to assure compliance with appropriate standards, specifications, policies, and procedures. Support multiple district departments and disciplines in the completion of gathering survey data. Coordinate and maintain timely schedules for assigned work and insure properly working equipment. Perform existing and projected workload reports and employee timekeeping recording. Conduct preliminary reviews of the survey work required for location and construction projects. Attend and participate in scoping studies and reconstruction meetings to provide related survey information, concerns, and/or discoveries. Provide employee training for field computations and office processing, safety information, and assist in employee performance evaluations. Plan and lead team members in work to assure accuracy and completion on schedule. Meet as VDOT representative with various Public Sector and Private Sector customers to provide assistance and direction for keeping projects on schedule. Communicate with customers both verbally and in writing to maintain effective working relationships.
