Holds a Bachelor of Arts Degree, cum laude, from the University of Maryland (B.A. 1979), a Juris Doctor degree from The National Law Center, George Washington University (J.D. 1982) and a Master in Taxation Law also from The National Law Center, George Washington University (LL.M. 1985). He is licensed in Maryland, Virginia, New York and the District of Columbia. Mr. Deutsch is a former member of both the Board of Directors of the USFN and REOMAC and a former member of the Regulatory Compliance Committee of the Mortgage Bankers Association of America. He is A-V rated with Martindale-Hubbell and has lectured at the University of Maryland, the Center for Independent Enterprise, the Professional Development Institute and at the Montgomery College. He is also licensed to practice before the United States Tax Court and the United States District Courts for the Districts of Columbia and Maryland. Mr. Deutsch has obtained a nationally recognized reported decision in Island Financial v. Ballman, 607 A.2d 76 (1992), which recognized the due process rights of secured trust holders to notice and changed the method of conducting foreclosure sales. He has been published in numerous national periodicals and more recently co-authored and co-edited the treatise Gordon’s on Foreclosure. Mr. Deutsch also co-authored the District of Columbia Chapter for the National Mortgage Servicer’s Reference Directory, 23rd-34th Editions. Mr. Deutsch is the former Chairman of the Publications Committee of the USFN, a member of the ALFN and the former Chairman of the Maryland State Bar Association Real Property Section and the Maryland State Bar Association Foreclosure Committee and served on the Real Property Council of the Maryland State Bar Association. The Maryland Bar Association Real Property Section recently awarded him the Outstanding Practitioner of the Year Award. The award is given annually to a Maryland real estate attorney who best exemplifies the experience, client service, technical skill, integrity, collegiality, and courtesy that all real estate strive for in their professional lives. Mr. Deutsch also served on Governor Martin O’Malley’s Maryland Homeownership Preservation Task Force – Legal and Regulatory Reform Work Committee, which was established to rewrite Maryland’s foreclosure law. He has also been included on the list of Super Lawyers as well as Best Lawyers.
