As the Canberra Partner Rebecca led OCM's Canberra practice delivering internal and performance audits. She led whole audit functions for various Commonwealth and Territory departments including the Clean Energy Regulator, Fair Work Ombudsman, Fair Work Commission, Commonwealth Department of Health and the City Renewal Authority. The Canberra practice under her direction performed audits for Major Canberra Projects, Canberra Institute of Technology, Community Services Directorate and the Environment, Planning and Sustainable Development Directorate.In 2022 she led the Statutory Review of the NSW Audit Office on behalf of the NSW Parliament. Other reviews were performed for the Commonwealth Inspector General of Water Compliance and the NSW Natural Resources Commission.

Rebecca has a strong association with Red Nose Australia (formerly Sands Australia), the not-for-profit organisation supporting bereaved parents through stillborn and newborn death. She assisted Sands Australia develop their National Service Policy for unification. She worked with Sands to build their presence and impact in the ACT.

An Executive with the National Water Commission (NWC) Rebecca led assessments of State and Commonwealth progress against commitments made in the National Water Initiative (NWI) and Water Management Partnership Agreements (WMPAs). Rebecca prepared the Commission’s first report to Parliament in 2012-13 on the effectiveness of the implementation of the Murray-Darling Basin Plan. Other achievements:- Influenced Commonwealth and State water policy to align with the NWI and other national water reform initiatives.- Set the implementation priorities and baseline indicators for future assessments of State and Commonwealth implementation progress against the Murry-Darling Basin Plan. - Initiated and developed a program logic for the NWI which had not previously been present. This became the framework used in the 2014 assessment of progress against the NWI. - Built collaborative relationships with State and Commonwealth departments, which enabled the NWC to access information and people essential to delivering credible assessments.

Rebecca facilitated and enabled the Commonwealth, States and Territories to implement the National Water Initiative (NWI). Stakeholder relationship management was central to this role and her excellent communication skills and consultative style built trust between the NWI parties to fulfil the reform agenda. Achievements:- Developed NWI pricing principles endorsed by the Natural Resource Management Ministerial Council and facilitated NWI parties implement best practice pricing practices that aligned with NWI. - Collaboratively developed the National Performance Report benchmarking framework, leading to the inaugural rural water agency pricing and service benchmark reports, in the context of some industry reluctance.

Rebecca commenced her career with Sydney Water Corporation and progressed to senior advisor, regulatory strategy where she managed a small dynamic team responsible for influencing and directing regulatory strategy and compliance. Rebecca undertook high-level negotiations with various NSW departments to deliver regulatory, licensing and policy reforms that delivered better environment and public health outcomes, internal processes and budget efficiencies.
